1.0 INTRODUCTION AND PROPOSED DEVELOPMENT <br /> F <br /> urpose of this report was to investigate the property for real or potential environmental <br /> mination and report the findings to the Client and the San Joaquin County Environmental <br /> h Department (EHD). This report complies with the San Joaquin County Ordinance, <br /> specifically 9-905.12(a) for a Surface and Subsurface Contamination Report. According to the San <br /> Joaquin County Development Title, a Surface and Subsurface Contamination Report (SSCR)must <br /> be conducted prior to Tentative Map submittal for subdivision projects. <br /> Within the text of this Report, bolded Section (§)numbers are referenced at the beginning of an <br /> applicable sentence,paragraph or Appendices that correspond with the EHD Requirements <br /> Checklist for Surface and Subsurface Contamination Reports. <br /> Interpretation of County Ordinance Section 9-905.12 (a)has been to focus on the subject property <br /> exclusively, unless it is documented or observed that an environmental concern in proximity to the <br /> subject property could potentially affect said property. This Surface and Subsurface Contamination <br /> approaches,but does not completely encompass the requirements of a Phase I Environmental Site <br /> Assessment(ESA) as promulgated by the American Society of Testing and Materials (ASTM E- <br /> 1527-00). The Environmental Health Department recognizes that the Surface and Subsurface <br /> Contamination Report is not intended to completely fulfill the requirements of the Phase I ESA. The <br /> Department does however, maintain that certain components of the Phase I ESA must be applicable <br /> to the SSCR, as follows: Section 7.1.7 of the ASTM Document states under"Sources of Standard <br /> Source Information,"that"information or other record information from government agencies may <br /> be obtained directly from appropriate government agencies or from commercial services." <br /> The subject property is located approximately milesl east of the FiveComersIntersection at <br /> Jack Tone Road. The agriculture management and investment fern of Agriculture Industries, Inc. is <br /> representing the owners of the property,Haertl Family Limited Partnership. ��entative Map submittal <br /> is being prepared by the engineering firm of Schack&Company. The Map has not been completed <br /> as of the date of this report. ✓✓ <br /> § 1.1, § 1.2 The current zoning of the Parcel fs�AG-40, and there is no proposal to change the <br /> zoning through a General Plan Amendment/Re�Haertl Family Limited Partnership is <br /> proposing to subdivide the existing subject Parcel containing 160± acres (152.3± farmable acres) <br /> into four Parcels of approximately 40±acres each. At this point in time, there is no proposal to <br /> build single family residential structures on any of the future Parcels. There is obvious sufficient <br /> land area for a second unit dwelling if so desired, which would have to be in compliance with the <br /> San Joaquin County Planning Department. <br /> This report addresses and evaluates non-point sources of hazardous materials, as well as potential point <br /> sources. Non-point sources of hazardous materials include potential agricultural chemical residues and <br /> high nitrate concentrations in the underlying groundwater. Point sources investigated on the subject <br /> property include: An on-site irrigation well,two on-site domestic wells, a backflow prevention device <br /> on the Ag well, and a fertilizer injection system correlated with a sand filtration system.
