4: Other items of an environmental de minimus concerns were also noted, such as slight oil <br /> staining from hydraulic oil under a farm implement that is hydraulically operated. <br /> This soil staining is minimal and common when implements are disconnected from the <br /> hydraulic oil source. De minimus conditions generally do not present a material risk to <br /> public health or to the environment and generally would not include an enforcement action <br /> if observed by the appropriate governmental agencies. Conditions determined to be de <br /> minimus are not necessarily recognized as adverse environmental conditions. Household <br /> hazardous materials may be considered de minimus concerns particularly if there has been <br /> no spillage or dumbing. No household hazardous materials were observed at the on-site <br /> residential structure, Ro—f was there any other significant spillage(other than the referenced <br /> hydraulic oil) or du_ ju on the observable soil surfaces. De minimus conditions may <br /> also apply to the on-site septic system that serves the existing structures. <br /> CONCLUSIONS <br /> Under Section (c) of the San Joaquin County Development Title 9-905.12: "Corrective Action: If <br /> the report indicates there are surface and subsurface contamination, corrective action shall be <br /> recommended in the report and concurred with by Environmental Health prior to the issuance of <br /> the building permit." Since no visual environmental concerns that may cause surface <br /> contamination and no evidence of subsurface contamination was noted on the subject property, <br /> this Update contains no r" eco iltendations for corrective action. The date of the last inspection of <br /> the subject property for this SSCR Update was September 9, 2008.
