June 6,2005 <br /> NOA PROJECT NUMBER E05039A <br /> Page 2 <br /> The San Joaquin County Environmental Health Department (SJCEHD) has requested' that <br /> information regarding a 15-gallon drum on the property be provided in an addendum to the Surface <br /> and Subsurface Contamination Report dated March 31,2005 prepared by Neil O. Anderson and <br /> Associates. <br /> SITE RECONNAISSANCE <br /> A site reconnaissance to observe the 15-gallon drum and other potential sources of surface soil <br /> staining in the area of the garage and storage shed on the property was completed on June 2, 2005. <br /> At the time of the first site reconnaissance on March 24, 2005, the ground was wet and there was <br /> ponding water in places due to recent rains. This made it difficult to determine whether the soil was <br /> damp or if there was soil staining. The following areas were identified in the recent site <br /> reconnaissance: <br /> • A 15-gallon drum located on the east side of the garage contains an oily substance and is <br /> leaking from the bottom onto the ground. The soil is stained beneath and around the drum <br /> (refer to photographs 1 and 2). <br /> • An open-ended shed behind the garage contains a tractor, some wood and a 5-gallon <br /> container labeled transmission and hydraulic oil. Stained soil was observed beneath and <br /> around the tractor (refer to photographs 3 and 4). <br /> ON-SITE CONTAMINATION SOURCES IDENTIFIED DURING THE JUNE 2,2005 <br /> SITE RECONNAISSANCE <br /> Surface soil staining was observed beneath and around a 15-gallon drum containing some type of <br /> oily substance. Surface soil staining was observed beneath and around a tractor and a 5-gallon <br /> container labeled transmission and hydraulic oil located in an open-ended shed behind the garage. <br /> CONCLUSIONS AND RECOMMENDATIONS IN ADDITION TO THOSE <br /> PRESENTED IN THE SURFACE AND SUBSURFACE CONTAMINATION REPORT <br /> DATED MARCH 31, 2005 <br /> The leaks from the 15-gallon drum, 5-gallon container, and tractor should be stopped,and the drum, <br /> container, and oily substances should be taken off the site for disposal at a facility that accepts such <br /> material.
