Item No. 3 <br /> PC: 7-15-93 <br /> UP-93-2 <br /> Page 1 <br /> RECOMMENDATION <br /> It is recommended that the Planning Commission: <br /> 1. Certify the project's Final Environmental Impact Report (EIR) as adequate under the <br /> provisions of Section 15090 of the California Environmental Quality Act (CEQA); <br /> 2. Approve Use Permit Application No. UP-93-2 based on the Findings and subject to the <br /> Conditions of Approval recommended in the staff report; <br /> 3. Adopt "Findings of Significant Environmental Impact' (Attachment A); and <br /> 4. Adopt the 'Mitigation Monitoring Program' (Attachment B). <br /> FINDINGS FOR CERTIFICATION OF <br /> THE PROJECT'S FINAL ENVIRONMENTAL IMPACT REPORT <br /> 1. The Final EIR has been completed in compliance with the California Environmental Quality Act. <br /> 2. The Final EIR has been reviewed by the Planning Commission, and the information contained in <br /> - the EIR has been considered for the proposed project. <br /> 3. The Final EIR is adequate to address the impacts of the proposed project. <br /> 4. The project will not have significant, unavoidable, adverse impacts as identified in the Final EIR's <br /> Revised Summary of Impacts and Mitigation Measures (Appendix M). <br /> FINDINGS FOR USE PERMIT APPLICATION NO. UP-93-2 <br /> 1. The proposed use is consistent with the goals, policies, standards, and maps of the General Plan; <br /> any applicable Master Plan, Specific Plan, and Special Purpose Plan; and any other applicable <br /> plan adopted by the County. <br /> • This Finding can be made because the proposed use is consistent with the A/G <br /> (General Agriculture) designation of the General Plan. The expanded transfer station <br /> presents no significant General Plan policy issues, and there are no Specific Plans <br /> or Special Purpose Plans affecting the site. <br /> 2. Adequate utilities, roadway improvements,sanitation,water supply,drainage,and other necessary <br /> facilities have been provided, and the proposed improvements are properly related to existing and <br /> proposed roadways. <br /> • This Finding can be made because all required services are already provided, and <br /> those that will be replaced as part of the expansion of the facility will be installed <br /> according to Ordinance Requirements contained In the Conditions of Approval. <br />
