Issuance of the permit will not be significantly detrimental to the public health, safety, or welfare <br /> or be injurious to the property or improvements of adjacent properties. <br /> • This Finding can be made because the Final Environmental Impact Report prepared <br /> for UP-93-2 found that the project would not result in any significant, adverse <br /> environmental Impacts. <br /> 5. The use is compatible with adjoining land uses. <br /> • This Finding can be made because the Final Environmental Impact Report prepared <br /> for the project found that it would not be Incompatible with surrounding land uses. <br /> PROJECT DESCRIPTION <br /> This request is for a Use Permit application to renovate and expand the existing Lovelace Transfer Station <br /> to better serve the long-term solid waste disposal needs of central San Joaquin County. The expanded <br /> facility will have a design capacity of 1,300 tons per day, compared to the existing capability of 350 tons <br /> per day. The project includes the acquisition of approximately ten acres of property from the two adjacent <br /> parcels and the construction of the following facilities: a 120,000-square-foot transfer building, a 9,000- <br /> square-foot maintenance/office building, and a 288-square-foot scale house. The operation will consist <br /> of the recovery of recyclable materials from the waste stream and the transfer of waste materials to <br /> sanitary landfills for disposal. The existing facility is now served by the following on-site services, which <br /> will be replaced by new systems: water supply by a private well, sewage disposal by an individual septic <br /> system, and storm water drainage to be collected in an on-site retention pond. The facility would operate <br /> seven days per week, from 6:00 a.m. to 5:00 p.m., and employ 12 people. <br /> Construction will be accomplished in the following three phases to allow for uninterrupted operation of <br /> the existing facility and transition to the new facility: <br /> Phase 1 Construction of the transfer building,recycling area, retention pond,fuel station, roadways <br /> east of the existing facility, scale house, scale pits, and the new entrance road north of <br /> the existing facility. <br /> Phase 2 Construction of segments of the entrance road and establisment of temporary detours <br /> between the existing and new facilities, installation of most of the landscaping, removal <br /> of the existing scale and scale house, and construction of the additional roadways. <br /> Phase 3 Demolition of the existing transfer station, installation of remaining utility lines, filling of the <br /> existing drainage and transfer pit, and construction of the office/maintenance building, <br /> employee/visitor parking area, recycling drop-off area, transfer trailer parking area, and <br /> remaining roadways and paved areas. <br />
