The third issue pertains to the grading permit relating to the <br /> current excavation of the old landfill. According to the Uniform <br /> Building Code, Chapter 70, Section 7003 (b) (4) , a grading permit <br /> is not required for refuse disposal sites controlled by other <br /> regulations. Since the work being performed is excavation of a <br /> landfill, a grading permit is not needed for this portion of the <br /> work.
