This <br /> conclusion was based on the fact that the expanded facility will be located within an enclosed <br /> structure, instead of in the open as is now the case, and because the expanded area will be well <br /> screened by extensive landscaping, instead of the minimal landscaping that now exists. <br /> Public Comment: <br /> Separate notifications were mailed to property owners in the vicinity of the transfer station to solicit <br /> comments on both the Draft EIR and the project itself. The comments on the Draft EIR, along with <br /> responses from the EIR consultant, are contained in the Final EIR. The one letter received from <br /> a nearby property owner in response to the Use Permit referral expressed concerns regarding <br /> traffic and litter and stated that the writer did not even want the existing transfer station to remain, <br /> let alone be expanded. Those concerns are addressed in the following sections of the staff <br /> report: `Transportation and Circulation,' 'Visual Quality,' and 'Land Use.' <br /> DISCUSSION OF PROJECT ISSUES: <br /> Access: <br /> Expansion of the transfer station will eliminate the existing driveway on the west side of the <br /> property that provides access from Lovelace Road to the Hayre Farms poultry operations on the <br /> north side of the project site. In order to mitigate this potentially sign ficant impact to a less than <br /> significant level, the County will be required to construct a replacement access road on the west <br /> side of the expanded facility. <br /> Transportation and Circulation: <br /> This chapter of the EIR includes an analysis of the existing, 1995, and 2010 Levels of Service <br /> (LOS) on roadway segments and major intersections in the study area of the project. The traffic <br /> impacts are analyzed in terms of the type of vehicle, hours of operation, peak hours of operation <br /> and traffic generation, distribution of trips, and the increase in traffic generated by the expansion <br /> of the transfer station. The analysis evaluates LOS both with and without the project and includes <br /> mitigation measures,where necessary,to reduce signfcant adverse impacts to acceptable levels. <br /> The following roadway segments were analyzed in the EIR: French Camp Road, west of Airport <br /> Way, between Airport Way and Union Road, and east of Union Road; Airport Way, between <br /> French Camp Road and Roth Road, between Roth Road and Lovelace Road, and south of <br /> Lovelace Road; Roth Road, west of Airport Way; Lovelace Road, east of Airport Way and west of <br /> Union Road; and Union Road, north of Lovelace Road and south of Lovelace Road. The following <br /> intersections were also analyzed in the EIR: French Camp Road at Airport Way, French Camp <br /> Road at Union Road, Roth Road at Airport Way, Lovelace Road at Airport Way, and Lovelace <br /> Road at Union Road. <br /> The EIR concluded that the LOS at the intersection of French Camp Road and Airport Way would <br /> become unacceptable under'2010 Traffic Impacts Without Project.' To mitigate this impact to an <br /> acceptable level, the County will be required to monitor traffic operations at the intersection to <br />
