The analysis also indicated <br /> that LOS on French Camp Road (from west of Airport Way to east of Union Road) and Airport <br /> Way (between French Camp Road and Lovelace Road) would become unacceptable under'2010 <br /> Traffic Impacts Without Project.' Mitigation of these impacts will require that the County either <br /> widen shoulders, limit minor street/driveway access, and provide left-turn lanes at major <br /> intersections, or widen critical roadway segments to four lanes of travel. The analysis for '2010 <br /> Traffic Impacts With Project'concluded that the additional traffic impacts would be generated and <br /> that the same mitigation measures as noted under '2010 Traffic Impacts Without Project' would <br /> be required. <br /> The EIR noted that Lovelace Road is a rural road with two 12-foot-wide lanes and minimal <br /> shoulders. During peak hours of operation at the existing transfer station, the volume of traffic <br /> is such that vehicles wafting to enter the facility create a 'stacking lane' that extends on to <br /> Lovelace Road. Even with the expected improvements that would result from additional lanes and <br /> greater stacking area at the expanded facility, this impact is expected to be significant. To <br /> mitigate the impact, the project proponent will be required to reconstruct that portion of Lovelace <br /> Road along the project frontage to include a two-way left-turn lane (center turn lane). <br /> Due to the vehicle traffic at this transfer facility, it is possible that a solid waste spill could be <br /> caused by a traffic accident. While there are specific measures in place to regulate traffic <br /> movements (including traffic signs and controls, traffic directors, and the segregation of public <br /> vehicles from commercial vehicles), the potential impact from traffic accidents and the resulting <br /> spilling of solid wastes is great enough to warrant further mitigation. In order to reduce these <br /> impacts to acceptable levels, the following mitigation measure shall be required: <br /> • A procedure shall be established to provide for the cleanup of solid waste spills due to <br /> traffic accidents. <br /> Public Services and Facilities: <br /> The project site is located within the Fire Protection Service Area of the Manteca-Lathrop Fire <br /> District. The District's nearest fire station is located approximately two and one-half miles away <br /> in the City of Lathrop. That station is manned full time but is only capable of responding to an <br /> emergency with a single fire engine. In order to mitigate the potentially significant impact of the <br /> transfer station's expansion on the District's ability to provide fire protection service, the following <br /> mitigation measures have been developed: <br /> • All buildings shall be sprinklered in accordance with the requirements of the National Fire <br /> Protection Association (NFPA), Pamphlet 13. <br /> • A pressurized water system with diesel backup shall be provided in accordance with the <br /> requirements of the NFPA, Pamphlets 20 and 24. <br /> • Fire flows shall be as required by the Uniform Fire Code (UFC), 1991 Edition, Appendix <br /> 3-A. <br /> Access shall be provided in accordance with the UFC, 1991 Edition. <br />
