The unloading areas, equipment that comes in contact with waste, collection vehicles, and <br /> landfill transfer trailers are also potential odor sources. To mitigate this impact to an acceptable <br /> level, the following mitigation measures will be required: <br /> • The proposed transfer operation shall be enclosed within a building to reduce exposure <br /> of waste to the atmosphere. <br /> • The tipping floor shall be regularly swept with a mechanical sweeper. <br /> • Transfer trucks and roll-off boxes shall be cleaned periodically in the wash station. <br /> • Odor complaints shall be referred to the San Joaquin Valley Unified Air Pollution Control <br /> District for processing under Rule 4107. <br /> Noise: <br /> The EIR concluded that residents directly north and south of the proposed facility would be <br /> subject to significant short-term construction noise impacts and that the following mitigation <br /> measures would reduce the level of significance to an acceptable level: <br /> • Limit noise-generating construction activities to the hours of 7:00 a.m. to 5:00 p.m., <br /> Monday through Friday. <br /> • Locate fixed or portable noise sources, such as air compressors and concrete pumpers, <br /> as far as possible from affected property lines. <br /> • Equip all internal combustion engine-driven equipment with mufflers that are in good <br /> working condition. <br /> Biotics: <br /> Due to the nature of solid waste materials and waste handling practices, squirrels, rats, and flies <br /> have in the past been attracted to the existing facility. Waste handling is currently conducted in <br /> an open area without benefit of a controlled environment. To mitigate this potentially significant <br /> impact to an acceptable level, the following mitigation measures will be required: <br /> • Confine the waste handling operation to the transfer building. <br /> • All doors,windows, and unscreened openings shall remain closed unless actually in use. <br /> • Provide pest control services around the perimeter of the building as necessary. <br />
