Given the type of material processed at the facility, there exists an obvious potential impact from odors. The unloading areas, equipment that comes in contact with waste, collection vehicles, and landfill transfer trailers are also potential odor sources. To mitigate this impact to an acceptable level, the following mitigation measures will be required: • The proposed transfer operation shall be enclosed within a building to reduce exposure of waste to the atmosphere. • The tipping floor shall be regularly swept with a mechanical sweeper. • Transfer trucks and roll-off boxes shall be cleaned periodically in the wash station. • Odor complaints shall be referred to the San Joaquin Valley Unified Air Pollution Control District for processing under Rule 4107. Noise: The EIR concluded that residents directly north and south of the proposed facility would be subject to significant short-term construction noise impacts and that the following mitigation measures would reduce the level of significance to an acceptable level: • Limit noise-generating construction activities to the hours of 7:00 a.m. to 5:00 p.m., Monday through Friday. • Locate fixed or portable noise sources, such as air compressors and concrete pumpers, as far as possible from affected property lines. • Equip all internal combustion engine-driven equipment with mufflers that are in good working condition. Biotics: Due to the nature of solid waste materials and waste handling practices, squirrels, rats, and flies have in the past been attracted to the existing facility. Waste handling is currently conducted in an open area without benefit of a controlled environment. To mitigate this potentially significant impact to an acceptable level, the following mitigation measures will be required: • Confine the waste handling operation to the transfer building. • All doors,windows, and unscreened openings shall remain closed unless actually in use. • Provide pest control services around the perimeter of the building as necessary.
