Item No. 3 <br /> PC: 7-15-93 <br /> UP-93-2 <br /> Page 7 <br /> The project site is provided electrical service by the Pacific Gas and Electric Company. PG&E <br /> also provides gas and electrical service to the Hayre Farms poultry operation located northwest <br /> of the existing transfer station through facilities adjacent to the existing access road for the poultry <br /> operation. Because that access road must be relocated (see discussion under 'Access'), the <br /> existing gas and electrical facilities must also be relocated. To mitigate this potentially significant <br /> impact to a less than significant level, the County will be required to relocate the service facilities <br /> adjacent to the new access road and dedicate Public Utility Easements to PG&E standards for <br /> gas and electrical service. <br /> The utility plans for the expanded facility call for the existing private well to be replaced by a new <br /> well near the office/maintenance building. In order to reduce the potentially significant impact of <br /> water usage on the area's quantity of groundwater,the EIR has identified the following measures <br /> to reduce this impact to a less than significant level: <br /> • All on-site access roads shall be paved so that water usage for dust control is minimized. <br /> • A street sweeper shall be used for the cleaning of roads and paved areas. <br /> • A water recycling system shall be utilized for truck and equipment washdowns. <br /> • Landscaped areas shall utilize drought tolerant plants and use water efficient irrigation. <br /> Seismicity: <br /> Because the facility is located within a larger area of known seismic activity, the EIR concluded <br /> that there is a potential significant impact related to seismic ground shaking that will be <br /> experienced at the site during the life of the project. Specifically, the ground shaking will impose <br /> lateral shearing forces on the proposed structures. To mitigate this potentially significant impact <br /> to a less than significant level, the design of the structures planned for the site shall conform with <br /> all applicable building codes to support the anticipated earthquake loads. <br /> Air Quality: <br /> The project EIR concluded that the results of construction activity (use of construction materials, <br /> placement of paving materials) would be increased dustfall and locally elevated levels of PM-10 <br /> (Particulate Matter, 10 microns in size) downwind of the site. It also noted that construction dust <br /> would have the potential to create nuisances at nearby properties. These potentially significant <br /> impacts will be reduced to less than significant levels by the following mitigation measures: <br /> • Suspend dust-producing activities during periods of high winds when dust control <br /> measures are unable to avoid visible dust plumes. <br /> • During the dry season (May-October), provide equipment and staffing for watering all <br /> exposed or disturbed soil surfaces at least twice daily, including weekends and holidays. <br /> • An appropriate dust palliative or suppressant, added to water before application,shall be <br /> utilized. <br />
