Following <br /> backfilling of the site with on-site soils, the commercial scale and nearby roadways will be <br /> constructed. To mitigate the potential hazard represented by the temporarily exposed landfill <br /> material, the following measure will be required: <br /> • The cut slope of the excavation area shall not exceed two feet horizontal to one foot <br /> vertical (2:1), and all excavated material shall be disposed of at a County landfill. <br /> The storm water retention pond proposed as a replacement for the existing pond could become <br /> contaminated as a result of runoff from the transfer areas entering the site's storm drainage <br /> system. To reduce that potential impact,the transfer building has been designed with a separate <br /> drainage system that will segregate its runoff from the rest of the site and store it in an <br /> aboveground storage tank for testing and appropriate disposal. To further reduce the potential <br /> impact of the transfer facility operation on the storm retention pond and the area's water quality, <br /> the following mitigation measure will be required: <br /> • Sample and test the retention pond annually 9 required by the Regional Water Quality <br /> Control Board. <br /> ENVIRONMENTAL IMPACTS THAT CANNOT BE MITIGATED: <br /> All of the issues identified and analyzed by the EIR can be mitigated to less than significant levels. <br /> Therefore, a 'Statement of Overriding Consideration' will not be required to take action on the project. <br /> 'Findings of Significant Environmental Impact' (Attachment A) have been prepared (listing the potentially <br /> significant environmental impacts associated with the project) which must be included in the Planning <br /> Commission's action on the project. <br />
