Limit noise-generating construction activities to the hours of 7:00 a.m. to 5:00 p.m., Monday through Friday. Locate foxed or portable noise sources, such as air compressors and concrete pumpers, as far as possible from the property line. Equip all internal combustion engine-driven equipment with mufflers that are in good condition. G. BIOTICS (1) POTENTIALLY SIGNIFICANT IMPACT: PRESENCE OF SQUIRRELS, RATS, AND FLIES Due to the nature of solid waste handling activities, squirrels, rats, and flies are attracted to the existing facility. This activity is currently conducted in an open area without benefit of a controlled environment. The proposed expansion project will bring the solid waste handling operation into an enclosed building for which vector controls can be established. Findings: Changes or alterations have been required in, or incorporated into, the project which avoid or substantially lessen the significant environmental effect as identified in the Final SR. Statement of Fact: The impact will be reduced by the following: Confine the waste handling operation to the Transfer Building. All doors, windows, and inscreened openings should remain closed unless actually in use. Provide pest control services around the perimeter of the building as necessary. H. LIGHT AND GLARE (1) POTENTIALLY SIGNIFICANT IMPACT: LIGHT AND GLARE ON NEARBY RESIDENTIAL PROPERTIES Although the transfer facility is not expected to operate during nighttime hours, it is likely to utilize lighting for security purposes. In addition, area lighting may be utilized in the outdoor recycling area and transfer trailer parking area Finding: Changes or alterations have been required in, or incorporated into, the project which avoid or substantially lessen the significant environmental effect as identified in the Final EIR.
