in the area, the density of that development, and the pedestrian and bicycle facilities <br /> provided. <br /> Although not currently programmed, it is expected that Lower Sacramento Road in the <br /> vicinity of the project will ultimately be improved to a 6-lane roadway. This 6-lane facility <br /> would include bicycle lanes and sidewalks along each side of the roadway, and would ensure <br /> safe access to the facility for pedestrians and bicycles. <br /> The nearest residential development is approximately two miles from the project site. <br /> Residential development is likely to be built closer to the church in the future. It is <br /> recommended that serious consideration be given to improving the roadway as planned such <br /> that sidewalks and bicycle lanes are provided when residential development is constructed <br /> closer to the site. <br /> Due to the distance of existing development, pedestrian trips to and from the church, either <br /> during a weekday or Sunday service, and to either the church or the recreation facilities, is <br /> expected to be either zero or negligible for near term conditions. As residential development <br /> is constructed closer to the church, more pedestrian trips are possible, and thus serious <br /> consideration should be given to constructing sidewalks as planned. <br /> It is anticipated that a few bicycle trips would be generated by the project, although <br /> procedures are not available which would accurately predict the number. Again, due to the <br /> distance of existing development, bicycle trips are expected to be low, but possibly higher <br /> than pedestrian trips. It is doubtful that any bicycle trips, or only a negligible few, would be <br /> generated by people visiting the church itself on either a weekday or during weekend <br /> services. Instead, any bicycle trips are likely to be associated with the recreation facilities. <br /> Although it is not possible to accurately predict the likely number of bicycle trips, it is <br /> reasonable to assume that bicycle trips might equal perhaps 5% of estimated vehicular trips <br /> associated with recreation facilities. Since the recreation portion of the project is projected to <br /> generate 690 vehicular trips on an average day, and 50 trips during the weekday peak hour, <br /> the project might potentially generate approximately 35 bicycle trips per day, and <br /> approximately 2-3 during the peak hour. <br /> At present, the roadway is neither designated as a bike route, nor provides bike lanes. <br /> Instead, a paved shoulder approximately 3 ft. in width is provided along each side of the <br /> roadway which is occasionally utilized by bicyclists. For near term conditions the shoulder is <br /> all that would be available for bicyclists. As previously mentioned, Lower Sacramento Road <br /> will ultimately be improved to include striped bicycle lanes along each side of the roadway, <br /> ensuring safe access to the facility for bicycles.
