SECTION 5 - CONCLUSIONS & RECOMMENDATIONS
The proposed project is expected to generate 1,032 trips during a typical weekday, of which
75 trips would occur during the PM peak hour. On a typical Sunday, the church is expected
to generate 2,066 trips, of which 357 trips would occur during the morning peak hour when
worship services occur.
Existing Conditions
Intersections
All three study intersections (which are signalized) were found to operate acceptably at LOS
C or better for Existing No Project, Existing plus Approved Project, and Existing plus
Approved Project plus Project conditions during both the PM peak hour and Sunday peak
hour. Northern and southern access driveways to the project site would also operate at
acceptable LOS D or better for Existing plus Approved Project plus Project conditions during
both the PM peak hour and Sunday peak hour.
Roadways
For Existing No Project, Existing plus Approved Project, and Existing plus Approved Project
plus Project Conditions, all of the study roadway sections except for Lower Sacramento Road
between Eight Mile Road and the Stockton city limits were found to operate acceptably at
LOS D or better during a weekday, and at LOS C or better for Sunday daily conditions. It
was found that the existing 2-lane section of Lower Sacramento Road between Eight Mile
Road and the Stockton city limits would operate unacceptably at LOS F for Existing No
Project, Existing plus Approved Project, and Existing plus Approved Project plus Project
Conditions during weekday daily conditions. During Sunday daily conditions, this section
was found to operate acceptably at LOS C or better.
San Joaquin County has an adopted Special Purpose Plan for Lower Sacramento Road that
identifies Lower Sacramento Road, south of Eight Mile Road to Bear Creek (the Stockton City
limits) as an ultimate 6-lane facility. The Special Purpose Plan also identifies Lower
Sacramento Road as an ultimate 4-lane facility north of Eight Mile Road to Harney Lane.
These improvements are planned, but not necessarily programmed by the County. The County
utilizes Special Purpose Plans to preserve right-of-way. Thus, for purposes of this study, it is
assumed that the roadway will remain as it is currently configured, with a fair share cost
established for the project for improvements necessary to establish satisfactory levels of service
along the roadway.
If Lower Sacramento Road between Eight Mile Road and the Stockton city limits were
improved to either an interim 4-lane divided roadway, or a 6-lane roadway as ultimately
planned, the roadway would operate acceptably at LOS B for Existing No Project, Existing
plus Approved Project, and Existing plus Approved Project plus Project Conditions during a
typical weekday.
Delta Church of the Nazarene July 3, 1001
Traffic Impact Analysis 42
