participate in the San Joaquin County Multi-Species Habitat Conservation and Open Space <br /> Plan (SJMSCP). The applicant has the option to either participate in the SJMSCP or provide <br /> mitigation of like and kind to the SJMSCP. <br /> The Community Development Department has completed a preliminary review of the proposed <br /> project. The following need to be provided prior to scheduling the project for a public hearing <br /> before the Planning Commission. <br /> 1. Completed traffic study <br /> 2. Revised Site Plan <br /> 3. Proposed agricultural mitigation. <br /> Once the traffic study is completed and reviewed by the Public Works Department, the <br /> Community Development Department will complete the Initial Study and submit it to the State <br /> Clearinghouse for a 30-day review. Providing that the traffic study identifies mitigation <br /> measures for all potentially significant impacts, the Community Development Department will be <br /> recommending that the Planning Commission approve the proposed project subject to the <br /> following recommended Conditions of Approval. <br /> Use Permit Application No. PA-0300666 was approved by the Planning Commission on . <br /> The effective date of approval is . This approval will expire on , which is 18 months from <br /> the effective date of approval, unless (1) all Conditions of Approval have been complied <br /> with, (2) all necessary building permits have been issued and remain in force, and (3) all <br /> necessary permits from other agencies have been issued and remain in force. <br /> Unless otherwise specified, all Conditions of Approval and ordinance requirements shall <br /> be fulfilled prior to the establishment of the use and the issuance of any building permits. <br /> Those Conditions followed by a Section Number have been identified as ordinance <br /> requirements pertinent to this application. Ordinance requirements cannot be modified, <br /> and other ordinance requirements may apply. <br /> 1) COMMUNITY DEVELOPMENT DEPARTMENT (Staff Contact: Leanne Mueller, 468-3228) <br /> a) BUILDING PERMIT: Submit an "APPLICATION-COMMERCIAL BUILDING PERMIT'. <br /> The Site Pian required as a part of the building permit must be prepared by a registered <br /> civil engineer or licensed architect. This Plan must show drainage, driveway access <br /> details including gates, on-site parking, landscaping, signs, existing and proposed utility <br /> services, and grading (refer to the "SITE PLAN CHECK LIST"for details). A fee is <br /> required for the Site Plan review. (Development Title Section 9-884) <br /> b) APPROVED USE: This approval is for the construction of the Farooqia Islamic Center in <br /> two phases as shown on the Revised Plan dated (Use Type: Education Services- <br /> General and Religious Assembly-Neighborhood) <br /> i) Phase one to be completed within 18 months, will consist of the following: <br /> (1) A 2,400 square foot tent structure to be used for worshipping and fundraising <br /> purposes. <br /> 3 <br />
