Recommendations <br /> Action <br /> It is recommended that the Planning Commission: <br /> 1. Approve the Negative Declaration; and <br /> 2. Approve Use Permit Application No. PA-0800259 with the Findings and Conditions of Approval <br /> contained in the staff report. <br /> Findings <br /> 1. The proposed use is consistent with the goals, policies, standards, and maps of the General Plan, <br /> any applicable Master Plan, Specific Plan, and Special Purpose Plan, and any other applicable plan <br /> adopted by the County. <br /> • This Finding can be made because the Religious Assembly-Neighborhood use type may <br /> be conditionally permitted in the AG-40 (General Agriculture, 40-acre minimum)zone with <br /> an approved Use Permit application. The project site has a General Plan designation of <br /> AIG (General Agriculture). The AG-40 zone is an implementing zone of the General <br /> Agriculture designation of the General Plan. The proposed Religious Assembly presents <br /> no significant General Plan policy issues, and is consistent with the Special Purpose Plan <br /> for Lower Sacramento Road. There are no Master Plan applicable for this site. <br /> 2. Adequate utilities, roadway improvements, sanitation, water supply, drainage, and other necessary <br /> facilities have been provided, and the proposed improvements are properly related to existing and <br /> proposed roadways. <br /> • This Finding can be made because the project will be required to be served by an on-site <br /> well, septic system, and on-site retention basin. The Environmental Health Department is <br /> also requiring a soil suitability/nitrate loading study to determine that the area is suitable <br /> for septic system usage. The Public Works Department is requiring the owner to pay for <br /> the installation of a "No U-turn" sign facing southbound N. Lower Sacramento Road and to <br /> develop and distribute flyers to encourage members to utilize the Armstrong Road <br /> signalized intersections for U-turns when traveling to the facility by southbound N. Lower <br /> Sacramento Road. <br /> I The site is physically suitable for the type of development and for the intensity of development. <br /> • This Finding can be made because the 18.54 acre parcel is of adequate size and shape to <br /> accommodate the proposed use, building coverage, setbacks, and other requirements of <br /> the Development Title.
