PA-1200003 OF FRANCIS WICKS <br /> (C/O DAVID MIRAFLOR) (APN: 027-060-28; ADDRESS: 15417 N. <br /> LOWER SACRAMENTO, LODI) <br /> This project is a Site Approval application for a landscaping services business within an <br /> existing 2,520 square foot metal building and a request for modification of Development <br /> Title Section 9-1022.4(d) Screening requirements to permit a wooden fence for <br /> screening instead of a masonry wall. The General Plan designation is Low Density <br /> Residential (R/L) and the zoning is Agriculture-Urban Reserve, 20-acre minimum (AU- <br /> 20). <br /> This project is located on the west side of Lower Sacramento Road, 100 feet north of <br /> Taylor Road, west of Lodi. <br /> The Community Development Department has reviewed the application and offers the <br /> following comments regarding screening and landscaping: <br /> Screening <br /> Pursuant to Development Title Section 9-1022.4(d)(1), "If a commercial project abuts a <br /> residential zone, an area shown on the General Plan for residential use, or a conforming <br /> residential use, a solid masonry wall six (6) to seven (7) feet in height shall be erected <br /> along the abutting property line." The project area consists of a 2,520 square foot <br /> Quonset but and new asphalt paving in the front and rear of the property. <br /> The applicant has replaced the old fence with a new, 6-foot high cedar wooden fence. <br /> The applicant has submitted a letter requesting a modification of the screening <br /> requirement. The applicant wants to keep the new fence and not replace it with a <br /> masonry wall. <br /> The General Plan designation for the area is R/L, so the masonry wall is required. <br /> However, Development Title Section 9-1022.6 states that, "the requirements of this <br /> Chapter may be modified by the Director in cases where it is demonstrated that an <br /> alternative to said requirements would meet the intent of this section." <br /> 1 <br />
