0?4 •" SAN JOAQUIN COUNTY
z:• % COMMUNITY DEVELOPMENT DEPARTMENT
1 1810 E.HAZELTON AVE.,STOCKTON,CA 9S2086232
4Cl c'o'R. P PHONE:2091468-3121 FAX:20914883163
February 17, 2012
MEMORANDUM
TO: Development Committee
FROM: Rick Griffin "/
Senior Planner
SUBJECT: SITE APPROAL APPLICATION NO. PA-1200003 OF FRANCIS WICKS
(C/O DAVID MIRAFLOR) (APN: 027-060-28; ADDRESS: 15417 N.
LOWER SACRAMENTO, LODI)
This project is a Site Approval application for a landscaping services business within an
existing 2,520 square foot metal building and a request for modification of Development
Title Section 9-1022.4(d) Screening requirements to permit a wooden fence for
screening instead of a masonry wall. The General Plan designation is Low Density
Residential (R/L) and the zoning is Agriculture-Urban Reserve, 20-acre minimum (AU-
20).
This project is located on the west side of Lower Sacramento Road, 100 feet north of
Taylor Road, west of Lodi.
The Community Development Department has reviewed the application and offers the
following comments regarding screening and landscaping:
Screening
Pursuant to Development Title Section 9-1022.4(d)(1), "If a commercial project abuts a
residential zone, an area shown on the General Plan for residential use, or a conforming
residential use, a solid masonry wall six (6) to seven (7) feet in height shall be erected
along the abutting property line." The project area consists of a 2,520 square foot
Quonset but and new asphalt paving in the front and rear of the property.
The applicant has replaced the old fence with a new, 6-foot high cedar wooden fence.
The applicant has submitted a letter requesting a modification of the screening
requirement. The applicant wants to keep the new fence and not replace it with a
masonry wall.
The General Plan designation for the area is R/L, so the masonry wall is required.
However, Development Title Section 9-1022.6 states that, "the requirements of this
Chapter may be modified by the Director in cases where it is demonstrated that an
alternative to said requirements would meet the intent of this section."
1
