The intended use for the existing building is as an office for a landscaping business. The <br /> front area will be used for parking and the rear of the building contains the leach field. <br /> Provided there is no outside storage of landscaping materials in the rear of the property <br /> as shown on the site plan, the wooden fence provides adequate screening for the <br /> proposed project. Therefore, the wooden fence meets the intent of the screening chapter <br /> of the Development Title. <br /> Landscaping <br /> The entire project site is paved with asphalt except for an 8-foot by 20-foot area in the <br /> southeast corner of the parcel. Development Title Section 9-1020.7 states that, "All <br /> areas not used for buildings, parking, driveways, walkways, or other permanent facilities <br /> shall be landscaped. A minimum ten (10) foot wide planting strip shall be required along <br /> adjacent streets. The strip shall be continuous except where crossed by driveways and <br /> walkways." <br /> The applicant has submitted a letter requesting a modification of the landscaping <br /> requirement. Development Title Section 9-1020.10 states that, "the requirements of this <br /> Chapter may be modified by the Director in cases where it is demonstrated that an <br /> alternative to said requirements would meet the intent of this section." As proposed, the <br /> landscaped area shown on the site plan is adequate as an alternative to the planting <br /> strip along the project frontage. <br /> Neighborhood Opposition <br /> The Community Development Department received one letter of opposition. The letter is <br /> concerned about a business in an agricultural zone, lighting, traffic, noise, and <br /> screening. <br /> A landscaping business may be conditionally permitted in an AU-20 zone with an <br /> approved Site Approval application. The application states that the business will operate <br /> from 9:00 a.m. to 5:00 p.m. Therefore, parking lot lighting is not required. If parking lot <br /> lighting is installed, the neighboring properties must be shielded from the glare. The <br /> addition of six cars per day on Lower Sacramento Road will not create a significant <br /> impact on traffic. The project does not meet the fifty trips per hour that would require a <br /> traffic study. <br /> If approved, the project is subject to the requirements of Development Title Section 9- <br /> 1025.9 and Table 1025.9, Part II, regarding stationary noise sources. The new wooden <br /> fence provides adequate screening for the proposed project, as there is no outside <br /> storage shown on the site plan. <br /> The Community Development Department has reviewed the proposed project and, <br /> provided all outstanding issues are resolved, intends to approve this project subject to <br /> the following conditions of approval: <br /> 2 <br />
