F. Fire department access to buildings shall be in accordance with Section 902.4. A knox box (key box)shall be installed according to fire department instructions. G. Fire extinguishers shall be installed in accordance with the California Fire Code, Volume 2, Standard 10-1. H. Fire permits may be required prior to occupancy to conduct operations hazardous to life or property. (California Fire Code, Section 105.2.1) I. Mechanical refrigeration systems shall comply with all applicable codes (ammonia, etc.). Complete refrigeration plans shall be submitted. 2. DEPARTMENT OF PUBLIC WORKS (Staff Contact: Gabriel Karam,468-3000) a. An encroachment permit shall be required for work within the road right-of-way. (Development Title Sections 9-1145.4 and 9-1145.5) b. The driveway approach shall be improved in accordance with the requirements of San Joaquin County Standard R-17 prior to issuance of the occupancy permit. (Development Title Section 9- 1145.5) c. The Traffic Impact Mitigation Fee will be required for this development. The fee is due and payable at the time of building permit application. The fee currently is $156.25 per daily trip-end generated in the Lodi area. The fee shall be automatically adjusted July 1 of each year by the Engineering Construction Cost Index as published by the Engineering News Record. A credit may be allowed if it can be verified that the existing development on this site was in operation on or after April 23, 1990. (Resolution R-96-592) d. A copy of the Final Site Plan shall be submitted prior to the release of building permits. e. Verification shall be obtained from the Solid Waste Division (468-3066) that this development has addressed the items on the attached Waste Plan Format for Development Projects. The Final Site Plan is required upon submittal of verification. 3. PUBLIC HEALTH SERVICES (Staff Contact: Adrienne Ellsaesser,468-0343) a. A soil suitability study/nitrate loading which indicates that the area is suitable for septic tank usage must be performed prior to issuance of building permits, as required by Development Title Section 9-1105.2(d). A nitrate loading study is required, and a review fee of $390.00 must be paid at the time of submittal to the Environmental Health Division. The sewage disposal system shall be designed for the proposed uses per the referenced study above and comply with the on-site sewage standards of San Joaquin County prior to approval. A percolation test that meets absorption rates of the manual of septic tank practice or the EPA Design Manual for on-site waste water treatment and disposal systems is required for each parcel. A permit fee of$78.00 per percolation hole is required. b. The existing private water wells shall be tested for the chemical dibromochloropropane(DBCP) and nitrates prior to the issuance of building permits. Samples are to be taken and analyzed by a State approved laboratory. (Development Title Section 9-1115.7) Conditions of Approval -3- UP-00-2
