� J <br /> WASTE DISCHARGE REQUIREMENTS ORDER NO. 8 <br /> HOUSLEY FAMILY INVESTMENTS DBA HOUSLEY VINEYARDS WINERY <br /> SAN JOAQUIN COUNTY <br /> F. Provisions: <br /> 1. By 16 June 2001 the Discharger shall comply with Discharge Specification B.4. In the <br /> meantime, the Discharger shall use best management practices to reduce the amount of salts <br /> entering the wastewater, and to maintain compliance with all other Prohibitions and <br /> Specifications contained within this Order. <br /> 2. By 15 September 2000, the Discharger shall install a meter to measure the flow of <br /> wastewater to the land application area. The installation of the meter shall be reported in the <br /> next monthly monitoring report submitted. <br /> 3. Pursuant to Section 13267 of the California Water Code, the Discharger shall submit the <br /> following reports: <br /> a. By 6 October 2000, the Discharger shall submit an Operation and Wastewater <br /> Management Plan prepared by a California Registered Engineer which addresses operation <br /> of the wastewater treatment and disposal facility. At a minimum, the O&WM Plan will <br /> describe operation of the wastewater facility to prevent generation of offensive odors, or <br /> disposal of water with excessive nitrogen, nitrate, or fixed (inorganic) dissolved solids <br /> concentrations. The report shall include land application procedures designed to protect <br /> underlying groundwater quality. The report shall include winery expansion considerations <br /> and the associated facility improvements needed to meet the requirements of this Order, <br /> including all Discharge Specifications and Groundwater Limitations. <br /> b. By 6 October 2000, the Discharger shall submit a groundwater monitoring well and soil <br /> sampling installation workplan to monitor the effect of wastewater application on the <br /> underlying groundwater. The workplan shall be prepared by a California Registered <br /> Geologist or Engineer. The workplan shall be consistent with Attachment C, "Items to be <br /> Included in a Monitoring Well Installation Workplan and a Monitoring Well Installation <br /> Report of Results. " <br /> c. By 6 January 2001, the Discharger shall submit a groundwater well installation report. <br /> The report shall be prepared by a California Registered Geologist or Engineer and shall be <br /> consistent with Attachment C. <br /> 4. If winery discharges to the application areas are determined to have, or are likely to, impact <br /> groundwater quality based on the Operation and Wastewater Management Plan or subsequent <br /> monitoring reports, then a Wastewater Mitigation Plan shall be submitted within 90 days of <br /> request by the Executive Officer . The plan shall address groundwater contaminants <br /> identified in the Groundwater Monitoring Summary Report, evaluate contaminant control <br /> alternatives, and select a preferred contaminant control alternative. The selected contaminant <br /> control alternative must comply with State Water Resources Control Board Resolution 68-16 <br /> and be consistent with the most recent Basin Plan. <br /> 5. The Discharger shall comply with the Monitoring and Reporting Program No. _, which is <br /> part of this Order, and any revisions thereto as ordered by the Executive Officer. <br /> C\Pmt file\SvaWousiry Win oos y dfl WDRdoc <br />
