k. A preliminary soils report is required in accordance with County standards for the <br /> purpose of determining the R-value and site preparation requirements. (Development <br /> Title Section 9-910.2) <br /> I. All utilities shall be underground except power transmission facilities of 35 KV or greater. <br /> Public utility easements shall be provided along the road frontage of the subdivision and <br /> as required by the public utility companies. (Development Title Section 9-1155.2) <br /> M. A grading plan to be included with the improvement plans shall be approved prior to <br /> approval of the Final Map. The grading plan shall contain the information listed in the <br /> UBC, Appendix, Chapter 70, Section 7006(1), complete drainage details, and elevations <br /> of adjacent parcels. Retaining wall details shall be submitted where applicable. Grading <br /> in excess of 5,000 cubic yards shall comply with Section 7014 for 'Engineered Grading <br /> Requirements.' <br /> n. The subdivider shall agree to and shall pay user fees for the utility services from the time <br /> improvements are accepted by the County until the lots are placed on the County tax <br /> rolls, or up to an 18-month period, as the case may be. All traffic signs and markings shall conform to the Manual on Uniform Traffic Control <br /> Devices and San Joaquin County standards, and they shall be shown on the <br /> improvement plans. Access rights shall be dedicated and restricted for Lots 20 and 21 along the frontage of <br /> Lower Sacramento Road and for Lots 1 and 41 along North State Route 99 Frontage <br /> Road. A sewage disposal area as indicated by the septic tank suitability study and/or <br /> percolation tests must be shown for each parcel on the final subdivision improvement <br /> plans. The exact locations of the wells in the Forest Lake Ranchettes Unit No. 2 subdivision shall <br /> be shown on the subdivision improvement plans to maintain a 150-foot separation from <br /> proposed leach field areas. <br /> d. The irrigation wells on Parcels 17 and 42 must be destroyed under permit and inspection <br /> by the Environmental Health Division prior to recordation of the Final Map. <br /> e. ,/ The existing private water wells shall be tested for the chemical dibromochloropropane <br /> (DBCP) and nitrates prior to recordation of the Final Map.
