Recommendations <br /> Action <br /> It is recommended that the Planning Commission: <br /> 1. Approve the Negative Declaration; and <br /> 2. Approve Major Subdivision No. PA-0400074 with the Findings and Conditions of Approval <br /> contained in the staff report. <br /> Findings <br /> 1. The proposed subdivision is consistent with the General Plan, any applicable Master Plan, Specific <br /> Plan, and Special Purpose Plan and any other applicable plan adopted by the County. <br /> • This finding can be made because the parcels have a General Plan designation of RIR <br /> (Rural Residential). As such, the proposed project is consistent with the General Plan and <br /> Development Title. There are no Specific Plans or Special Purpose Plans. As required by <br /> the Public Works Department, a Master Plan for a water system shall be prepared prior to <br /> approval of the Final Map. <br /> 2. The design or improvement of the proposed subdivision is consistent with the General Plan and any <br /> applicable Specific Plan or Special Purpose Plan. <br /> • This finding can be made because the design and improvement of the proposed <br /> subdivision are consistent with standards contained in the General Plan as reflected in the <br /> tentative map. The water, and storm drainage services will be constructed by the <br /> applicant and maintained by the Department of Public Works (CSA#29). As required, <br /> engineer designed septic systems are to be installed under permit and inspection with he <br /> Environmental Health Department. There are no Specific Plans or Special Purpose Plans. <br /> 3. The site is physically suitable for the type of development proposed. <br /> • This finding can be made because the tentative map is consistent with the General Plan <br /> density requirement of 1 to 5 dwelling units per five gross acres (1-5 dul5ga). The tentative <br /> map is also consistent with the Development Title,which states that the lot width of <br /> individual lots in a Major or Minor Subdivision may be reduced to seventy percent (70%) of <br /> the minimum lot width required [150 feet] provided the following conditions are met: (1) <br /> The average lot width for all lots in the proposed subdivision shall be equal to or greater <br /> than the minimum lot width required (average lot width is 171 feet); and (2) Individual <br /> corner lots shall not have a lot width of less than fifty (50) feet (Development Title Section <br /> 9-310.4).
