San Joaquin Valley Unified Air Pollution Control District February 23, 1999 �ECEI VEL7 Kai Luoma San Joaquin County FEB 2 4 1999 ComDevmunity Development Services ipment Department C0mmunityL)eVelopmerntUept. 1810 East Hazelton Avenue Stockton, CA 95205 SUBJECT: REVISED SITE APPROVAL FOR A CONCRETE PRODUCT MANUFACTURING PLANT (SA-98-76) Dear Mr. Luoma: The San Joaquin Valley Unified Air Pollution Control District (District) has reviewed the above referenced project and offers the following comments: Based on the information provided, it appears that this project will have a less-than- significant impact on the ambient air quality. Therefore, a negative declaration is appropriate from an air quality perspective. However, the mixing and handling of concrete products as well as driving on unpaved areas can generate fugitive dust emissions. According to the site approval application, a residential duplex is located adjacent to the proposed site. As a result, the District recommends that the project applicant manage the project area in such a way as to avoid excess dust emissions that could potentially affect downwind sensitive receptors. Please note that this facility will be subject to District Rule 4102 (Nuisance). The purpose of this rule is to protect the health and safety of the public and applies to any source operation that emits or may emit air contaminants or other material. A possible violation could occur if the project applicant discharges quantities of air contaminants that cause the following nuisances: • Injury, detriment, or annoyance to any considerable number of persons or to the public. ♦ Endangers the comfort, repose, health, or safety of any such person or the public. • Has a natural tendency to cause injury or damage to business or property.
