Therefore, a negative declaration is <br /> appropriate from an air quality perspective. However, the mixing and handling of <br /> concrete products as well as driving on unpaved areas can generate fugitive dust <br /> emissions. According to the site approval application, a residential duplex is located <br /> adjacent to the proposed site. As a result, the District recommends that the project <br /> applicant manage the project area in such a way as to avoid excess dust emissions that <br /> could potentially affect downwind sensitive receptors. Please note that this facility will be <br /> subject to District Rule 4102 (Nuisance). The purpose of this rule is to protect the <br /> health and safety of the public and applies to any source operation that emits or may <br /> emit air contaminants or other material.
