f. ACCESS AND CIRCULATION: The following requirements apply and shall be shown on <br /> the Site Plan: <br /> (1) Access driveways shall have a width of no less than twenty-five(25) feet for two- <br /> way aisles and sixteen (16) feet for one-way aisles. (Development Title Section 9- <br /> 1015.5[h]) <br /> g. ANIMAL REGULATIONS: The following animal regulations apply and shall be provided: <br /> (1) All animal enclosures,including but not limited to pens, cages, and feed areas, shall <br /> be maintained free from litter, garbage, and excessive accumulation of manure, so <br /> as to discourage the proliferation of flies, other disease vectors, and offensive <br /> odors. The premises shall be maintained in a neat and sanitary manner. <br /> (Development Title Section 9-1045.4[b]) <br /> (2) Animals shall be kept or maintained a minimum distance of one-hundred(100) feet <br /> from the nearest property line. (Development Title Section 9-1045.3) <br /> 2. DEPARTMENTOF PUBLIC WORKS (Staff Contact: Gabe Karam,468-3000) <br /> a. Any dedications, improvements, or permits for State Route 120 shall be as required by <br /> Caltrans. <br /> b. The Traffic Impact Mitigation Fee will be required for this development. The fee is due and <br /> payable at the time of Final Site Plan approval. The fee currently is $144.23 per daily trip- <br /> end generated in the Escalon area. The fee shall be automatically adjusted July 1 of each <br /> year by the Engineering Construction Cost Index as published by the Engineering News <br /> Record. A credit may be allowed for the previous use if it can be verified that it was in <br /> operation since April 23, 1990. (Resolution R-96-592) <br /> C. A copy of the Final Site Plan shall be submitted prior to release of building permits. <br /> 3. PUBLIC HEALTH SERVICES (Staff Contact: Mike Huggins,468-3437) <br /> a. All liquid and solid wastes from this operation are to be handled so as to not cause a odor or <br /> vector nuisance or health problems. (Porter-Cologne Water Quality Act, Chapter 4, Article <br /> 4, Section 13260-13263) <br /> b. Refuse, garbage, and other solid waste material must be stored, removed,and transported <br /> to an approved landfill in accordance with San Joaquin County Ordinance Code Section 5- <br /> 2400. <br /> C. The number of animals (birds, pheasants, and quail) per acre shall be consistent with <br /> appropriate waste management practices. A manure management plan shall be submitted <br /> for approval to the Environmental Health Division. A review fee of $156.00 is applicable at <br /> the time of submittal. Compliance with the Ordinance Code of San Joaquin County, Title 5, <br /> and the California Code of Regulations, Title 23, Division 3, Chapter 15, Article 6, shall be <br /> addressed in the manure management plan. <br /> d. Any verified complaint upon this site will be billed the hourly rate set by the Board of <br /> Supervisors. <br /> Conditions of Approval - 2 - UP-98-20 <br />
