The project is <br /> located at the junction of Interstate Highway 5 and Highway 120. The site <br /> encompasses 162 acres and is currently a 20-year old almond orchard. The proposed <br /> project entails excavation of a 32-acre pit to a depth of 48 feet, with an additional 32 <br /> acres used for product storage. Over one million tons of sand and gravel would be <br /> excavated from the site over the next three or fours years. The proposed end use for <br /> this site is a golf course. The following comments prepared by Mary Ann Showers are <br /> offered to assist in your preliminary review of this project. OMR will provide additional <br /> comments when subsequent information is made available. <br /> 1. Reclamation of this site is predicated upon approval of a Conditional Use Permit for <br /> a golf course. This plan should present an end use and reclamation measures that <br /> will be implemented if the golf course is not permitted. At a minimum, these <br /> measure should address erosion control, maintenance of erosion control facilities, <br /> and revegetation. If the alternate end use will be agricultural, then the plan should <br /> provide revegetation performance standards related to crop productivity. <br /> 2. The plan proposes to install approximately 100 groundwater wells around the <br /> perimeter of the pit. The wells would be drilled to 70 feet and would be used to <br /> dewater the pit during excavation. Groundwater at this site is between 14 feet and <br /> 20 feet. The reclamation plan should assess the potential impact to wells on <br /> adjacent properties from groundwater extraction. Groundwater available to others <br /> should not be diminished by this operation. <br />
