5 . 0 SIGNIFICANT ENVIRONMENTAL EFFECTS OF THE PROJECT <br /> AND PROPOSED MITIGATIONS <br /> 5 . 1 Land Use <br /> The development of this project will change the existing land use at the <br /> project site in a manner consistent with the zoning and General Plan <br /> designation. No county land use plans or policies will be affected by <br /> the proposed project . <br /> The General Plan designation is OSRC, open space, and resource <br /> conservation . The property is zoned AG4O with a mineral MRZ-2 mineral <br /> resource overlay. The recovery of mineral resources is consistent with <br /> these designations, as is the proposed subsequent land use for a golf <br /> course, driving range, and recreational site. In the event the planned <br /> subsequent land use does not occur, the land will return to its current <br /> use as an almond orchard . <br /> 5 . 2 Air Quality <br /> The San Joaquin Air Pollution Control District has authority over both <br /> construction and operation the Landmark Lathrop Group, LLC quarry . <br /> Potentially significant adverse environmental impacts include the <br /> production of fugitive dust emissions from washing and screening <br /> operations and haul truck traffic. These impacts will be minimized to <br /> a level of insignificance or avoided by specific mitigation measures <br /> including: 1) fugitive dust emissions are controlled by maintaining the <br /> entire processing operation in a saturated state utilizing a recycled <br /> water system; and 2) by adequately wetting all access and haul roads at <br /> such a frequency as required to prevent emission of fugitive particulate <br /> matter . <br /> Landmark Lathrop Group, LLC <br /> - 1 - February 3, 2000 <br />
