7 . 0 RELATIONSHIP BETWEEN LOCAL SHORT-TERM USE OF THE ENVIRONMENT <br /> VERSUS LONG-TERM PRODUCTIVITY <br /> The property in the proposed permit area is not subject to Williamson <br /> Act contract . As indicated in other portions of this document and as <br /> outlined in the Reclamation Plan in Section 10 . 0, Landmark Lathrop <br /> Group, LLC is committed to the reclamation of lands proposed for quarry <br /> operations . The Reclamation Plan provides for the subsequent use of <br /> establishing a golf course and aqua range and recreational facility . <br /> The project proposed in this document is for the removal of scarce <br /> mineral resources necessary for new construction and the maintenance and <br /> repair of existing facilities in the southern San Joaquin County area . <br /> The removal of sand is cumulative and long-term irreversible effects of <br /> the proposed operation . However , the extraction of sand resources is <br /> essential to the economic well being of the county and its residents . <br /> These mineral deposits are relatively rare and localized geologic <br /> occurrences . Landmark Lathrop Group, LLC is a new operation that will <br /> provide these important resources to various public and private <br /> construction projects in the county . <br /> Because the products produced by Landmark Lathrop Group, LLC at this <br /> site are necessary and desirable for public convenience and welfare, <br /> initiation of quarrying activities at the subject property is consistent <br /> with the objectives and complies with the requirements of the San <br /> Joaquin County Comprehensive General Plan . <br /> Landmark Lathrop Group, LLC <br /> 1 - February 3, 2000 <br />
