provide agricultural mitigation land shall occur at the time of Grading Permit or <br /> Building Permit issuance for the underlying development project. <br /> Basis for General Plan Amendment <br /> Development Title Section 9-803.4 states that prior to approving a General Plan <br /> Amendment application, the Planning Commission and the Board of Supervisors <br /> shall determine that the internal consistency of the General Plan is maintained in <br /> the adoption of the Amendment. The proposed amendment must be consistent <br /> with various General Plan goals, policies, objectives and implementation <br /> measures. <br /> General Plan Policies Location and Character of Development (General Plan, <br /> Volume I, pp. IV-5-10) <br /> 5. Development shall be orderly and compact. <br /> Development would not be orderly and compact as the parcel is <br /> surrounded by agriculturally designated land to the north, east, and <br /> west. The proposal does not appear to meet this policy. <br /> 6. Development should occur on vacant lots within existing communities as <br /> "infill" before extending beyond the current developed areas of the <br /> community. <br /> There are existing vacant lots within the urban community of Tracy <br /> where development can occur. The proposal does not appear to <br /> meet this policy. <br /> 7. Residential, commercial, and industrial development shall be shown on <br /> the General Plan Map only in communities identified in Figure IV-1, except <br /> in the following instances: <br /> (a) contiguous, industrial expansion of existing industrial areas; <br /> (b) Freeway Service areas; <br /> (c) Commercial Recreation areas; or <br /> (d) Truck Terminal areas. <br /> The subject parcel is not located within the urban community of <br /> Tracy and is not an expansion of an existing industrial area. The <br /> proposal does not appear to meet this policy. <br /> 8. Outside of communities (identified in Figure IV-1), existing industrial areas <br /> (which may be expanded), Freeway Service areas, Commercial <br /> Recreation areas, and Truck Terminal areas, the General Plan Map land <br /> use designation shall be Agriculture or other open space designations. <br />
