The subject parcel is located outside of the urban community of <br /> Tracy and should remain designated as Agriculture or other open <br /> space designation. This is not an expansion of an existing industrial <br /> area, but would be the creation of a new industrial area within a <br /> larger agricultural area, which is inconsistent with General Plan <br /> policies regarding the location of urban development. The proposal <br /> does not appear to meet this policy. <br /> General Plan Amendment Implementations (General Plan, Volume I, pp. IV- <br /> 13,14) <br /> Implementation No. 13(b): In reviewing an application for a General Plan <br /> 2010 Map amendment to convert land from agricultural to non-agricultural <br /> urban uses, the following criteria should be used for evaluation: <br /> (1) the merits of the proposed project and the availability of <br /> comparable alternative sites in areas already designated for <br /> urban uses; <br /> There are alternate sites available within the urban <br /> community of Tracy that permit an industrial use. The <br /> proposal does not appear to meet this policy. <br /> (2) the potential for the project to create premature development <br /> pressure on surrounding agricultural lands; <br /> The project would likely create premature development <br /> pressure on surrounding agricultural land as the project <br /> site is surrounded to the north, east, and west by land <br /> designated as General Agriculture. The proposal does <br /> not appear to meet this policy. <br /> (3) the availability of infrastructure: <br /> Public water, sewer, and drainage may not be required <br /> for a single I-W (Warehouse Zone) parcel outside of an <br /> urban area, however public services could be required if <br /> the property were to subdivided. <br /> (4) the resulting development pattern; leapfrog development <br /> shall be strongly discouraged; and <br /> The project site is representative of leapfrog <br /> development as it is bounded to the north, west, and <br /> east by property shown on the General Plan as General <br /> Agriculture and zoned General Agriculture. The <br /> property is adjacent to Interstate 205 to the south. The <br /> proposal does not appear to meet this policy. <br />
