Opposition The Farm Bureau sent a letter of opposition expressing concerns regarding the proposed project. The Farm Bureau considers the project as leap-frog development and as considered, the project would set a precedent for an area currently in agricultural production. Summary The proposed General Plar amendment appears to conflict with many General Plan policies. Next Steps When the applicant is ready to submit the full application it will be necessary to do the following: • Submit the remaining portion of the General Plan amendment fee. • Submit ten copies of the map to be amended. • Submit ten copies of the application. • Submit a Soil Suitability Study prepared to the specifications of the Environmental Hea& Division if applicable. • Submit a Zone Reclassification application to include: • Ten copies of the completed application. • Ten copies of the assessor page(s) with the area to be rezoned outline. Label the map with both the "existing" and "proposed" zoning of the plan. • One copy of the recorded deed. • Submit a Soil Suitability Study prepared to the specifications of the Environmental Health Division if applicable. • Submit a water policy study to the Department of Public Works. A. A soil suitability/nitrate loading study incorporating proposed staff and customer use shall be submitted to the Environmental Health Department, indicating that the area is suitable for septic system usage. The study shall be submitted to the Environmental Health Department at time of submittal of the General Plan Map Amendment application. (San Joaquin County Development Title, Section 9-1105.2(d)). A review fee of$490.00 must be paid at time of submittal to the Environmental Health Department. The sewage disposal system shall comply with the on site sewage standards of San Joaquin County prior to approval. A percolation test that meets absorption rates of the manual of septic tank practice or E.P.A. Design Manual for onsite wastewater treatment and disposal system is required for each parcel. A permit fee of$98.00 per percolation hole is required. B. The existing private water wells shall be tested for the chemical Dibromochloropropane (DBCP)and nitrates with the results submitted to the Environmental Health Department at time of submittal of the General Plan Map Amendment application.
