Mr. Gwerder indicated a 2,000 gallon above ground
diesel fuel tank unused since 1989, was removed from the site. He was not aware of any spills,
leaks or chemical releases on the property. He indicated the property has not or ever has been
used for industrial purposes. He indicated the property is used for agricultural purposes. He
indicated pesticides have been applied to the property and have been mixed, rinsed, disposed
or formulated on the property. He was not aware of soil or groundwater analysis performed on
the property to detect chemicals.
3.0 PAST AND CURRENT SOURCES OF CONTAMINATION
3.1 Research Methods
NOA employs a standard practice for review of database information. On a street map showing
the location of the subject property, a circle is drawn one-quarter mile out from the property
boundaries, and street maps or web-based mapping services are then used to determine
address ranges for all streets within the quarter mile. All agency databases searchable by
address are then searched for these address ranges.
3.1.1 Regional Water Quality Control Board
NOA reviewed the Leaking Underground Storage Tanks (LUST) list (October 2008), the Water
Purveyors Quarterly Report on MTBE(October 2008), and the Spills, Leaks, Investigations, and
Cleanups (SLIC) list (1" Quarter 2005) on file with the Central Valley Regional Water Quality
Control Board (CVRWQCB)4 in an attempt to determine if there are any files present at that
agency which note the unauthorized release of a toxic or hazardous agent into the environment
on the subject property or within a one-quarter mile radius of the subject property. The subject
property was not listed on any of these databases. One address located at 7001 Rond Road
was found on the databases within one-quarter mile of the subject property.
The file was reviewed at the EHD on December 17, 2008. According to records on file, a 1,000-
gallon underground gasoline tank and a 500-gallon underground diesel tank were removed
from this property in March 1992. Low levels of toluene, ethyl benzene, xylenes, and gasoline
were found in the confirmation soil samples collected. A monitoring well was installed adjacent
to the tank, and low levels of toluene and xylenes were detected; depth to water was
approximately eight feet in the well. No contamination was identified during subsequent
sampling of the monitoring well and domestic well. The case was closed by the Central Valley
Regional Water Quality Control Board and by San Joaquin County Public Health Services (EHD)
in 1994.
°California Regional Water Quality Control Board, Sacramento, www.swrcb.ca.gov.
902 Industrial Way•Lodi,CA 95240•209.367.3701 •Fax 209.369.4228 2u09 Ao10..1ndrrnei iuir.,.inr.
