(2) All future building permits for project located within a Special Flood Hazard Area at the time of <br /> permit issuance shall meet the San Joaquin County flood hazard reduction requirements (Title 9, <br /> Chapter 9. 1605) and all requirements of the State of California (CCR Title 23)that are in force at <br /> the time of permit issuance. As an example, these requirements may include raising the finish <br /> floor elevation one foot above the expected flood level and/or using flood resistant materials. <br /> (3) A Nutrient Management Plan may be required for manure. Contact Charlene Herbst at(916) <br /> 464-3291 or cherbstncDwaterboards.ca.gav for further information. <br /> 3. ENVIRONMENTAL HEALTH DEPARTMENT (Staff Contact: Lisa Medina, 468-3455) <br /> a. Submit three sets of detailed kennel construction plans to Environmental Health for review prior to <br /> construction.' Environmental Health has specific requirements of kennel construction. A plan check <br /> fee of$230.00 is applicable at the time of submittal to Environmental Health. <br /> b A manure management plan shall be submitted for approval to Environmental Health. The number <br /> of animals per acre shall be consistent with the appropriate waste management practices. A review <br /> fee of$230.00 is applicable at the time of submittal. Compliance with San Joaquin County <br /> Development'Title 5 and the California Code of Regulations, Title 23, Division 3, Chapter 15, Article <br /> 6, shall be addressed in the manure management plan. <br /> c. Kennels are subject to a yearly permit, a fee, and inspection by Environmental Health. <br /> d. All liquid and solid wastes and vector problems associated with this kennel operation are to be <br /> retained on the premises so as not to cause a nuisance or a health problem. Any complaints that <br /> are verified against this site will be charged Environmental Health's hourly rate of$115.00 for <br /> response and correction, per Board of Supervisors Resolution B-92-1591. <br /> 4, COUNCIL OF GOVERNMENTS (Staff Contact: Anne-Marie Poggio-Castillou, 235-0600) <br /> a. San Joaquin,'bounty is a signatory to the San Joaquin County Multi-Species Habitat Conservation <br /> and Open Space Plan (SJMSCP) Participation in the SJMSCP satisfies requirements of both the <br /> state and federal endangered species acts and ensures that the impacts are mitigated below a level <br /> of significance in compliance with the California Environmental Quality Act(CEQA). <br /> b. This project is not subject to participate at this time due to structure and ground disturbance already <br /> existing. Any future structures that require ground disturbance on this or subsequent divided parcels <br /> will be subject to participate in the SJMSCP and should be resubmitted to this agency. <br /> Conditions of Approval -4 - PA-0900273 <br />
