CONDITIONS OF APPROVAL <br /> QX-98-1 <br /> Moffatt <br /> Quarry Excavation Application No. QX-98-1 was approved by the San Joaquin County Planning <br /> Commission on November 5, 1998. The effective date of approval is November 15, 1998. This <br /> approval will expire on May 16, 2000, which is 18 months from the effective date of approval,unless <br /> (1) all Conditions of Approval have been complied with,(2) all necessary building permits have been <br /> secured and remain in force, and (3) all necessary permits from other agencies have been secured <br /> and remain in force. <br /> Unless otherwise specified,all Conditions of Approval and Ordinance requirements shall be fulfilled <br /> prior to the establishment of the use and the issuance of any building permits. Those Conditions <br /> followed by a Section Number have been identified as Ordinance requirements pertinent to this <br /> application. Ordinance requirements cannot be modified, and other Ordinance requirements may <br /> apply. <br /> 1. COMMUNITY DEVELOPMENT DEPARTMENT: (Staff Contact: Tom Gau, 468-2344) <br /> a. APPROVAL: This approval shall be for a three-phased excavation of 45 acres of a 310- <br /> acre site, as shown on the Mining and Reclamation Plans dated May 19, 1998. <br /> b. RECLAMATION PLAN: The Mining and Reclamation Plan shall be prepared by a <br /> registered Civil Engineer and show drainage, driveway access details, on-site parking, <br /> existing and proposed utility services, grading, and reclamation. Storm drainage runoff <br /> shall be retained on the site. The drainage pattern and corresponding storm drain <br /> improvements shall be shown on the Plan. A plan check fee as specified by Section 9- <br /> 240 will be required. The Mining and Reclamation Plan shall be approved by all agencies <br /> with permit authority prior to initiating the use. <br /> C. STOCKPILES AND SCREENING: No stockpiled soil or material shall be placed closer <br /> than 25 feet to a property boundary except where shown on plans to provide landscape <br /> berms for screening (provided that sight distances at road intersections are not impaired). <br /> (Development Title Section 9-1415.3[b]) <br /> d. PRIVATE ROADS: All private roads involved in an excavation shall be maintained so as <br /> to control the creation of dust. The first 100 feet of any private road on the property which <br /> intersects with a publicly maintained road shall be surfaced in a manner approved by the <br /> Director. Traffic-control and warning signs shall be installed, if required, at such <br /> intersections. The placement and size of these signs shall be approved by the Director of <br /> Public Works. EROSION CONTROL: Protective vegetative planting, silt screen dams, or other <br /> approved methods shall be required where necessary for the control of erosion. An <br /> erosion and sediment control plan approved by the Development Services Division shall <br /> be part of the reclamation plan. (Development Title Section 9-1415.3[d]) <br /> f. PERFORMANCE STANDARDS: Standards contained in Chapter 9-1025 shall be met <br /> unless otherwise modified by conditions of the Quarry Excavation Permit.
