C. A video tape of road conditions on Peltier Road and along the haul route is required prior <br /> to the start of excavation. The condition of Peltier Road and other roads along the haul <br /> route shall be reviewed with the Department of Public Works prior to the start of <br /> excavation and every five years thereafter. (Development Title Section 9-1415.2) <br /> d. An encroachment permit shall be required for work within the road right-of-way. <br /> (Development Title Section 9-1145.4) <br /> e. A bond or cash deposit in the amount acceptable to the Department of Public Works shall <br /> be filed with the Department with a guarantee that, if the permittee fails, refuses, or <br /> neglects to repair, under permit, any damages to Peltier Road or the haul route which <br /> may result from the permittee's operations, the Department of Public Works may do the <br /> work necessary to restore Peltier Road or haul route equal to, or better than, its original <br /> condition, using the funds from said bond or cash deposit, subject to review and <br /> adjustment for inflation every five years. (Development Title Section 9-854.3) <br /> f. The Traffic Impact Mitigation Fee will be required for this development. The fee is due <br /> and payable at the time of excavation plan approval. The fee currently is 8143.38 per <br /> additional daily trip-end in the Lockeford area. The fee shall be automatically adjusted <br /> July 1 of each year by the Engineering Construction Cost Index as published by the <br /> Engineering News Record. Contact the Public Facilities Division of the Department of <br /> Public Works (468-3055) for an alternate method of payment allowed for phased <br /> developments. A credit will be allowed for the previous operation if it can be verified that it <br /> was in use since April 23, 1990. (Resolution R-96-592) <br /> g. Notify, in riverine situations, adjacent communities and the State Coordinating Office prior <br /> to any alteration or relocation of a watercourse, and submit copies of such notifications to <br /> the Administrator. Ensure that the flood carrying capacity within the altered or relocated <br /> portion of any watercourse is maintained. <br /> h. Request a Conditional Letter of Map Amendment or Revision from the Federal <br /> Emergency Management Agency if the proposed project, if built as proposed, would <br /> justify a map revision. <br /> 3. No excavation is permitted into the ground water table without specific approval from the <br /> Regional Water Quality Control Board, Central Valley.
