4. SAN JOAQUIN VALLEY UNIFIED AIR POLLUTION CONTROL DISTRICT: (Staff Contact: Tracy <br /> Bettencourt, 497-1000) <br /> a. The areas disturbed by clearing, earth moving, or excavation activities shall be minimized <br /> at all times. All inactive portions of the site should be seeded and watered until vegetation <br /> has sufficiently grown to cover bare earth. <br /> b. All materials transported off the site (trucks hauling earth, gravel, or other materials to and <br /> from the project site) shall be either sufficiently watered or securely covered to prevent <br /> excessive amounts of dust. <br /> C. If fill dirt is brought to the excavation site, tarps or soil stabilizers shall be placed on the <br /> dirt piles to minimize dust problems. <br /> d. When heavy equipment leaves the construction site, all excessive dirt accumulations on <br /> the equipment shall be cleaned. <br /> e. On-site vehicle speed shall be limited to 15 miles per hour. Vehicle speed control can <br /> reduce fugitive dust emissions from unpaved roads and areas at construction sites by up <br /> to 60 percent, assuming compliance with the 15 mph speed limit. <br /> f. Ensure that all internal combustion engine driven equipment is properly tuned to the <br /> manufacturer's specifications. <br /> g. Limit on-site idle time of heavy equipment to 10 minutes. <br /> h. Encourage employees to rideshare or carpool to the job site to reduce the amount of <br /> vehicle traffic to and from the project area. <br /> i. During the smog season (May through October), the construction period should be <br /> lengthened to minimize the number of vehicles and equipment operating at the same <br /> level. <br /> j. When available, natural gas powered or electric equipment shall be utilized in lieu of <br /> gasoline and diesel powered engines. <br /> 5. CALIFORNIA WATER QUALITY CONTROL BOARD CENTRAL VALLEY REGION: (Staff <br /> Contact: Chris Holm (916) 255-3000) <br /> a. The project will be subject to the General Stormwater Permit if there is any runoff frcm <br /> disturbed areas of the applicant's property. <br /> 6. UNITED STATES FISH AND WILDLIFE SERVICE: (Staff Contact: Wayne White, (916) 979- <br /> 2728) <br /> a. Fence and flag all areas to be avoided. Provide a minimum setback of at least 20 feet from <br /> the dripline of each elderberry plant. <br /> b. Brief contractors on the need to avoid damaging the elderberry plants and the possible <br /> penalties for not complying with these requirements. <br /> Conditions of Approval - - QX-98-1 <br />
