Gau
Senior Civil Engin er
Development Services/
Engineering Division -
SUBJECT: QUARRY EXCAVATION PERMIT APPLICATION NO. QX-98-1 OF WALTER
MOFFATT (C/O A. A. AND BOB ALLEN, INC.) 15004 E. PELTIER ROAD,
ACAMPO; APN: 021-070-01 AND 021-080-13
This application permit is for a Quarry Excavation Permit on the Moffatt property which total
309 acres. The excavation site covers approximately 44-acres and will be excavated in four
phase. Phase 1 has been excavated and reclaimed. It is estimated that 6-10 thousand cubic
yards will be excavated over the next ten years to April, 2008. The total excavated yardage is
estimated to be one million cubic yards in the remaining three phases. This application is for
the purpose of conforming a Grading Excavation Permit GX-88-1 to a quarry permit in lieu of
filing for a Revision to approved actions on a grading permit a Quarry Excavation permit is
being processed. The reason for this action is that the agricultural excavation permits will no
longer be permitted by the Surface Mining and Reclamation Act for excavation in an excess of
1,000 cubic yards.
Issues to be discussed at Development Committee include the following:
10,000 cubic yards for 10 years totals 100,000 cubic yards - not 1,000,000 cubic yards.
The status of the current reclamation bond.
Biological mitigation for the Elderberry bushes along the Mokelumne River and the western
spade foot toad discovered by Fish and Wildlife Service staff at the site.
The Reclamation Plan Text and plans have been submitted to the Department of
Conservation for their review and comment. On May 20`h the Department of Conservation
has 30-days to review the plans and comment back.
Draft Conditions of Approval for this project have been drafted. These conditions of approval
will be modified depending on comments received from the Departments of Conservation and
Fish and Game and other responsible agencies.
