San Joaquin Valley <br /> 6�A Unified Air Pollution Control District <br /> May 18, 1998 -- _ <br /> Tom Gau MAY ? agg <br /> San Joaquin County <br /> Community Development Department <br /> Development Services Division <br /> 1810 East Hazelton Avenue <br /> Stockton, CA 95205 <br /> SUBJECT: PHASE II OF EXISTING QUARRY EXCAVATION - REMOVAL OF <br /> 6-10,000 CUBIC YARDS OF MATERIAL PER YEAR (QX-98-1) <br /> Dear Mr. Gau: <br /> The San Joaquin Valley Unified Air Pollution Control District has reviewed the proposed <br /> project and offers the following comments.- <br /> The <br /> omments:The San Joaquin Valley's air quality has been designated nonattainment by the EPA <br /> and by the Air Resources Board (ARB) for 03 (ozone) and PM-10 (fine particulate <br /> matter, dust). The Federal Clean Air Act (CAA) and the California Clean Air Act require <br /> areas that are designated nonattainment to reduce emissions until standards are met. <br /> Based on the limited information provided, this project will generate PM-10 emissions <br /> from both the excavation activities as well as the associated traffic on unpaved roads <br /> throughout the site. In addition, this project will generate ozone precursor emissions, <br /> specifically ROG (reactive organic gases) and NOx (oxides of nitrogen), from the use of <br /> heavy-duty equipment. However, provided that this project is in compliance with the <br /> following dust regulation and permit requirements, a negative declaration is appropriate <br /> from an air quality perspective. <br /> This project can generate emission from the movement of soil, use of heavy equipment, <br /> bulk materials handling, asphalt paving and other related activities. As a result, this <br /> project is subject to District Regulation VIII (Fugitive Dust Prohibitions). The purpose of <br /> Regulation VIII is to reduce the amount of fine particulate matter (PM-10) entrained into <br /> the ambient air from man-made sources. The attached Synopsis highlights many of the <br /> requirements contained within Regulation VIII. The Synopsis is not meant to be all <br /> inclusive, but it can be a useful compliance aid in the field and office alike. <br /> David L.
