D. No contaminants were experienced in Phase 1. No waste water was disposed of in Phase <br /> 1. <br /> 1%"' E. Processing of the excavated material is completed at the site. A soil mixing machine is <br /> employed to remove rocks or debris from the material. The material may be sold as is for fill or <br /> blended with a quality material, per buyers specifications. All the equipment used in Phase 1 is <br /> shown in the photographs. <br /> 4. DESCRIPTION OF PROPOSED RECLAMATION <br /> A. The reclaimed site will be used by the owner for farming purposes. The owner has <br /> contracted with Allen's Valley Loam to reclaim the site. A Site Plan and Reclamation Plan are <br /> submitted in the support of this application. The topsoil should be replaced as an on-going process to expedite <br /> the land reclamation rather than to stockpile for future replacement.However is is recognized the owner of the land <br /> may prefer to stockpile until each phase is complete and determine the finish grade for irrigation at that time. <br /> The rate of reclamation depends on demand for the material. Phase 2 may be completed <br /> in 4 years. Areas of reclamation, with acreage of each, are shown on the plan. All equipment <br /> will be removed upon completion of reclamation. No structures exist at the site. <br /> B. Upon completion of Phase 4, this site is reclaimed to productive agricultural use. No <br /> additional mining is evident. A locked gate is in place at Peltier Road. <br /> C. Planting of each phase, as completed, is a high priority to the owner. Phase 1 is producing <br /> row crops. Irrigation ditches are present. The owner's vested interest in reclaiming and planting is <br /> ~' self-evident. Monitoring and/or Maintenance was a non-issue in Phase 1. As Phase 2 begins, higher cut slopes will exist. The site should be posted, according to <br /> law, against trespassing and to warn of danger. The signs should completely surround the site to <br /> warn individuals approaching from any direction. They should be in English and Spanish and <br /> must be maintained in periods of closure. as well as during operation of the site. The signs must <br /> be printed so as to contain the legal information to be in compliance and to permit arrest by the <br /> San Joaquin County Sheriff's Department. In addition, any temporary slope steeper that 1 : 1 <br /> shall have movable warning signs at the top of the slope every 20 feet to warn of the cutbank <br /> dancer.'A-hen preparing for winter closure. the tivorking slope created by excavation shall be 2 : 1 <br /> maximum. <br />
