This is an on-going land reclamation effort for agricultural use. There is no waste <br /> discharge. There is haul off of material and dust control is required. In Phase One the on-site <br /> roadway was sanded. The approach driveway is paved and in poor to fair condition. <br /> B. The surrounding area (other than a small frontage on the river) is in row crops or orchards. <br /> No watershed is disturbed. No springs are evident. Since this reclamation effort stops at the <br /> surrounding grades the water table does not affect the operation. <br /> C. Soil analysis was made in Phase One and determined the top soil was not suitable for <br /> replacement and was not stockpiled for future placement. To conform to the requirements of the SI1RA <br /> regulations dated January 1998, as reclamation proceeds the top 6"laver of soil will be removed and set aside for future <br /> placement. <br /> D. Fish & Game Department did in their review mark a buffer zone along the river at a bend <br /> in the river per 1602 permit. A barbed wire fence was constructed along the ed-e of the zone, at <br /> the highest point of the zone. The buffer zone is not located in Phase Two. As the excavation <br /> approaches the buffer zone, the Department of Fish & Game should be afforded an opportunity to <br /> re-visit the site and make any new determination on the dimensions of the buffer zone and the <br /> slopes to be constructed. The two archaeological sites are located in the buffer zone and shown <br /> on the plans at the approximate locations. <br /> E.
