UP-93-15 OF TOYOKAZU <br /> SASAKI (C/O JOE RIOS, DILLON & MURPHY) <br /> ----------------------------------------------------------------- <br /> The applicant has submitted a Use Permit pre-application to <br /> establish a 102-unit (each unit containing 1, 150 square feet) <br /> farm worker labor camp with store, laundromat, multi- <br /> purpose/recreation building, outdoor recreation area, and bus <br /> parking lot. The project site is located at the northeast corner <br /> of Lower Sacramento Road and Peltier Road, north of Acampo. The <br /> following pre-application comments are intended to inform the <br /> applicant of preliminary considerations on General Plan <br /> consistency, zoning considerations, transportation/circulation, <br /> service requirements, on-site development considerations, and <br /> neighborhood opposition. <br /> General Plan Consistency: <br /> The General Plan designation for the subject parcel is A/G, <br /> General Agriculture. Relevant Agricultural General Plan Policies <br /> with which the project must be consistent for it to be approved <br /> include No. 11. , which states that opportunities for farm-related <br /> housing shall be provided in agricultural areas, and No. 5 .d. , <br /> which states that a use may not significantly affect <br /> transportation facilities, increase air pollution, or increase <br /> fuel consumption. Policy No. 2 .d. states that densities in <br /> excess of one primary dwelling unit per twenty gross acres, as <br /> proposed by the application, may be permitted for farm labor <br /> camps. <br /> Zoning Consistency: <br /> The subject parcel has a zoning designation of AG-40 (General <br /> Agriculture; 40-acre minimum parcel size) ; which is a consistent <br /> implementing zone for the A/G General Plan designation. Section <br /> 9-605 . 2 of the Development Title indicates that a farm labor camp <br /> may be permitted in the AG-40 zone subject to securing an <br /> approved Use Permit application. <br /> "Retail Sales and Service" uses are not permitted in the AG <br /> zones. Additional information regarding the proposed store and <br /> laundromat is, therefore, needed in order to determine if the <br /> uses can be considered as accessory uses to the requested farm <br /> labor camp. <br />
