Development Committee -2- <br /> UP-93-15 <br /> Because the Development Title does not permit the "Recreation, <br /> Outdoor Entertainment" use type in the AG zone, the proposed <br /> soccer fields must be solely for the use of the residents of the <br /> farm labor camp. The full application shall also include <br /> additional information regarding the use of the soccer facility. <br /> Transportation/Circulation: <br /> The number of traffic trip ends that could be generated by 102 <br /> units, each containing between five and eight individuals, may <br /> have a potentially significant impact on the Level of Service <br /> (LOS) for both Lower Sacramento Road and Peltier Road, as well as <br /> at the intersection of the two roads. The proposed driveway <br /> locations may also contribute to a reduced LOS. The adequacy of <br /> the application ' s internal circulation plan cannot be fully <br /> addressed without additional information regarding typical aisle, <br /> driveway, and parking details. The single point of <br /> ingress/egress at the southwest corner of the residential area <br /> does not appear to sufficient to handle the volume of traffic <br /> that will be generated by the project. At the time the full <br /> application is submitted, additional information shall be <br /> provided to allow a complete analysis of the project ' s <br /> traffic/circulation impacts. A traffic study may be warranted, <br /> due to the potential impacts associated with the project. <br /> Services: <br /> The Development Title ' s Infrastructure Standards indicate that <br /> development projects in agricultural areas may be served by the <br /> following on-site services, subject to meeting other specific <br /> Ordinance requirements: wastewater disposal, well, and storm <br /> water retention pond. However, due to the intensity of <br /> development and the number of residents proposed by the <br /> application, potential impacts on the area' s water <br /> quality/quantity and watershed may be identified during the <br /> review of the full application. The memos from the Department of <br /> Public Works and Public Health Services include specific comments <br /> regarding the service requirements for the proposed use. Use of <br /> the soccer fields as a storm water retention pond will require <br /> the submittal of additional details with the full application. <br /> Information regarding the number and makeup of the labor camp' s <br /> residents will be used to assess the project' s potential impacts <br /> on police and fire protection services, as well as on the <br /> facilities of the local school district. <br />
