M. ACCESSIBIUTY. Provide restrooms in the child care building that conform with all <br /> disabled access requirements (CCR, Title 24). The project shall be designed by an <br /> architect or engineer. The project shall conform to California mufti-family disabled access <br /> regulations. <br /> 2. DEPARTMENT OF PUBLIC WORKS: (Staff Contact: Tom Iwamiya, 468-0023) <br /> a. An encroachment permit shall be required for work within the road right-of-way. <br /> (Development Title Section 9-1145.4) <br /> b. The driveway approaches shall be improved in accordance with the requirements of San <br /> Joaquin County Standard R-13 prior to issuance of the occupancy permit. No other <br /> encroachments in Plymouth Road will be allowed. (Development Title Section 9-1145.5) <br /> C. The Traffic Impact Mitigation Fee will be required for this development. The fee is due <br /> and payable at the time of building permit application. The fee currently is$1,305.00 per <br /> dwelling unit and $197.91 per daily trip-end generated by the child care center in the <br /> Stockton area. The fee shall be automatically adjusted July 1 of each year by the <br /> Engineering Construction Cost Index as published by the Engineering News Record. A <br /> credit for the church and residence may be allowed if it can be verified that they have <br /> been used since Aprii 23, 1990, (Resolution R-90-004, R-91-1025, R-93-167 and R-94174) <br /> d. The Water Supply Facilities Impact Mitigation Fee will be required for this development <br /> The fee is due and payable prior to issuance of the building permit The fee currently is <br /> $1,390.46 for the first unit, $417.15 for each additional unit, and$290.00 per 1,000 square <br /> feet of the child care center. The fee shall be automatically increased on January 1 of <br /> each year through the year 2005 at the rate of 7.66 percent. Buy-in fees for the Pacific Gardens Sanitary District shall be paid prior to issuance of the <br /> building permit. <br /> f. A traffic study shall be required to address the impacts to Plymouth Road at Alpine <br /> Avenue and Plymouth Road at the Interstate 5 ramps. Any mitigations required by the <br /> traffic study shall be provided by the applicant The developer shall deposit funds with <br /> the County for all costs, as estimated by the Public Facilities Division of the Department <br /> of Public Works, prior to Public Works preparing or contracting for the required study. <br /> (Development Title Section 9-1150.4) <br /> g. Terminal drainage shall be required. (Development Title Section 9-1135.3(b)) <br /> 3. PUBLIC HEALTH SERVICES: (Staff Contact: Steve Mindt, 468-0.343) <br /> a. Prior to the issuance of any building permits, sewer facilities shall either be bonded for <br /> or be in place, as evidenced by a letter from the serving entity.
