Traffic: The neighbors and the Farm Bureau expressed concerns regarding the increase amount of <br /> L traffic that will be created by the religious assembly. The Department of Public Works determined that the <br /> project would not require a traffic study as the project generates less than 50 trips per any one hour, <br /> which is the threshold for requiring a traffic study. <br /> Utilities: The Farm Bureau expressed concerns regarding the impact a religious assembly will have on <br /> waste disposal and water resources. Prior to issuance of building permits, the Environmental Health <br /> Department is requiring a soil suitability/nitrate loading study indicating that the area is suitable for septic <br /> system usage. As a Condition of Approval, the Environmental Health Department is requiring a yearly <br /> permit to operate a public water system should the number of non-residential individuals exceed 24 for at <br /> least 60 days per year or if the number of service connections exceeds four. <br /> Height of proposed temple: Neighbors expressed concerns regarding the height of the proposed <br /> temple. In Phase two the applicants are proposing the construction of a 6,440 square foot temple with an <br /> overall height of 80 feet. Development Title Table 9-6,10.2 states there is no maximum height allowed for <br /> "Other structures" in the AU-20(Agriculture-Urban Reserve,20-acre minimum)zone. <br /> Noise: Neighbors expressed concerns regarding the projects impact on noise to surrounding properties. <br /> Development Title Table 1025.9 Part II Performance Standards for stationary noise sources require a day <br /> time (7 a.m. to 10 p.m.) hourly equivalent sound level to remain below 50 dB Ldn with a maximum sound <br /> level of 70 dB Ldn and a nighttime (10 p.m. to 7 a.m.) hourly equivalent sound level to remain below 45 <br /> dB Ldn with a maximum sound level of 65 Ldn. The project will be required to adhere to the standards of <br /> the Development Title for stationary noise sources. There are no outdoor speakers proposed with this <br /> project. Therefore, impacts from noise are at a less than significant level. <br /> Air pollution: The neighbors expressed concerns regarding possible air pollution. The project was <br /> referred to the San Joaquin Valley Air Pollution Control District (SJVAPCD) on July 27, 2012 and re <br /> referred on October 26, 2012. On August 6, 2012, and October 31, 2012, comments were received from <br /> SJVAPCD stating that the project is subject to District Rule 9510, which is intended to mitigate a project's <br /> impact on air quality through project design elements or by payment of applicable off-site mitigation fees. <br /> Excessive light: Neighbors expressed concerns regarding lighting from the projects shining onto their <br /> property. Parking area lighting and lights on the tower shall be designed to confine direct rays to the <br /> premises with no spill over beyond the property lines pursuant to Development Title Section 9-1015.5. <br /> Events: Neighbors expressed concerns regarding events. The applicant is not proposing any events <br /> with this project. Development Title Table 9-605.4, Temporary Uses and Structures in Agricultural Zones, <br /> states Special Outdoor Events and Special Indoor Events are permitted with an approved Improvement <br /> Plan application in the AU zone. A maximum of either four (4) special indoor events or four (4) special <br /> outdoor events or four(4)of any combination of special indoor events and special outdoor events shall be <br /> permitted within a calendar year. <br /> Sheriff Department <br /> The San Joaquin County Sheriffs office was notified of this project on July 27,2012,and on October 26,2012.
