C. Construct a water well under permit and inspection of the Environmental Health Department prior <br /> to occupancy. Should the number of non-resident individuals exceed 24 for at least 60 days per <br /> year, or the number of service connections exceed four, aearl <br /> y y permit to operate a public water <br /> system will be required by the Environmental Health Department (San Joaquin County <br /> Development Title, Section 9-1120.2 and 9-1115.9.). <br /> The supplier must possess adequate financial, managerial, and technical capability to assure <br /> delivery of pure, wholesome, and potable drinking water in accordance with San Joaquin County <br /> Development Title, Sections 9-1120.2 and 9-1115.9 and C.C.R., Title 22, and Health and Safety <br /> Code, Section 116525 through 116570. <br /> Applicant shall contact Adrienne Ellsaesser, Lead Senior Registered Environmental Health <br /> Specialist, at (209) 468-0343, to determine if the existing well can be permitted as a public water <br /> system prior to final occupancy. <br /> d. The well must be repaired under permit and inspection by the Environmental Health Department <br /> (San Joaquin County Development Title, Section 9-1115.4(e))as follows: <br /> a. Raise well casing 12 inches above ground level. <br /> e. Construction of an individual sewage disposal system(s) under permit and inspection by the <br /> Environmental Health Department is required at the time of development based on the Soil <br /> Suitability/ Nitrate Loading Study findings (San Joaquin County Development Title, Section 9- <br /> 1110.3 &9-1110.4). <br /> f. Any geotechnical drilling shall be conducted under permit and inspection by The Environmental <br /> Health Department (San Joaquin County Development Title, Section 9-1115.3 and 9-1115.6). <br /> 4. SAN JOAQIN COUNCIL OF GOVERNMENTS(Staff Contact: Kimberly Juarez, [209] 468-3913) <br /> a. This project is subject to the San Joaquin County Multi-Species Habitat Conservation and Open <br /> Space Plan (SJMSCP) ;and is located within the unmapped land use area. Per requirements of the <br /> SJMSCP, unmapped projects are subject to case-by-case review. This can be a 90-day process, <br /> and it is recommended that the project applicant contact SJMSCP staff as early as possible. After <br /> this project is approved by the Habitat Technical Advisory Committee and the SJCOG Board, the <br /> following process must occur to participate in the SJMSCP: <br /> 1) Schedule a SJMSCIP Biologist to perform a pre-construction survey prior to any ground <br /> disturbance. <br /> 2) Sign and return Incidental Take Minimization Measures to SJMSCP staff (given to the project <br /> applicant after the pre-construction survey is completed). <br /> 3) Pay the appropriate fee based on SJMSCP findings. Fees shall be paid in the amount in effect <br /> at the time of issuance of Building Permit. <br /> 4) Receive the Certificate of payment to release the required permit. <br /> 5.
