USE PERMIT APPLICATION NO. UP-00-8 OF <br /> JVB NEIL & TRACY POLLARD. A Use Permit application to add <br /> Restaurant services and theatrical performances in an existing live <br /> entertainment/dancing bar; legally establish a ghost town outdoor <br /> historical walking amusement area; add outdoor group functions area; add <br /> retail sales in various existing buildings; and allow special events. . <br /> Located on the east side of State Route 99 Frontage Road, 250' north of <br /> Quashnick Road, north of Stockton(APN 086-070-34; Address 10420 N. <br /> State Route 99 E. Frontage Road, Stockton). <br /> Jim Van Buren, Senior Planner; Pollard, Owner Pollardville Chicken Kitchen; Bill Ross, <br /> Design Associates; Ray Borges, Environmental Health Division; Carol Oz, Environmental <br /> Health Division; Jerry Herzick, Buliding Inspection Division; Kermit Darrow, Building <br /> Division; were present for this item. <br /> Mr. Van Buren introduced the project. <br /> Mr. Van Buren asked the applicant if the project description in the memo was correct. Mr. <br /> Pollard said yes. Mr. Pollard asked if he could make changes in the future if he wanted to. <br /> Mr. Van Buren said that the Use Permit allows for 25% expansion of buildings and 10% of land; <br /> anything above this percentage would have to be taken to the Planning Commission as a new <br /> use permit application. <br /> Mr. Van Buren said the first issue he would like to discuss was Phasing. The Use Permit <br /> conditions must be met within eighteen month. Phasing could extend out(permit approved) for <br /> five to seven years. A Time Extensions is only for one year, and can only be applied for once. <br /> Mr. Van Buren said that he needs to know phasing dates. <br />
