Phasing <br /> It is strongly suggested that the applicant provide a project-phasing schedule if phasing <br /> is proposed. The schedule is needed by the Friday morning after the Development <br /> Committee meeting if it is to be included in the Planning Commission Staff Report <br /> Gazebo Area <br /> 1. In the Gazebo area, (200 person group function area) a six (6) to seven (7) feet in <br /> height solid masonry wall is required along the east property line (119 feet long). <br /> [Development Title Section 9-1022.4(d)] <br /> 2. Group functions in the Gazebo area are considered a new noise generator because <br /> of proposed outdoor music adjacent to Residential and Religious Assembly Use <br /> Types. An Acoustical Study is required, and shall be completed before this item will <br /> J^rrN',jt' be set for Public Hearing. (Development Title Section 9-1025.9(d)}. If no live music <br /> is allowed in the Gazebo area, the study is not required as long as noise standards <br /> are met and hours of operations are set. <br /> Parkincl <br /> According to the applicant, the ninety- (90) existing parking spaces on the site have <br /> been adequate for existing uses. With parking agreements from the two adjacent <br /> churches for overflow and off-hours parking, the parking requirements for this permit can <br /> be deemed adequate. The reason for this determination is that the uses either take <br /> place at different times using the same parking areas or visits are to multiple uses on the <br /> site which use the same parking space. <br /> School Tours <br /> The applicant has requested approval to allow tours. The School or Adult tours will <br /> average one or less a week (although, some weeks could have three tours). Tours will <br /> take place between 9:00 a.m. to 1:00 p.m. Bus parking will be in the empty automobile <br /> parking areas. A show of approximately 10 minutes duration is given to tour guests. <br /> The show consists of a three-person cowboy show event. <br /> Special Events <br /> The Applicant has requested approval for semi-annual special events (Chicken Festival). <br /> The two or three day special event will consist of a maximum of 300 persons on site at <br /> one time. Hours of operation will be 10:00 a.m. to sunset. <br /> RECOMMENDATION <br /> The Planning Division will be recommending approval of the applicant's proposal subject <br /> to the following Conditions of Approval. <br /> Use Permit Application No. UP-00-08 was approved by the Planning Commission on <br /> . The effective date of approval is . This approval will expire on , which is 18 months <br /> from the effective date of approval, unless (1) all Conditions of Approval have been <br /> complied with, (2) all necessary building permits have been issued and remain in <br />
