Plantings shall be maintained in good growing <br /> condition and, whenever. necessary, replaced <br /> with new plant materials (Section 9- <br /> 1020. 6 (j) (1) ) ; <br /> b. Planting areas shall be kept free of weeds and <br /> debris (Section 9-1020. 6 (j ) (2) ) ; <br /> C.
