In accordance with the Flow Limitations of the WDRs, the <br /> flow limit will not be increased until the Executive Officer has approved the Wastewater System <br /> Improvements Completion Report. which is required to be submitted by 1 September 2013. <br /> Pond Liner Construction Quality Assurance (CQA) Plan <br /> Provision H.1.a of the WDRs required submittal of a CQA Plan that specifies the final design of <br /> the wastewater ponds and liner systems, liner material specifications, seaming methods, and <br /> details of anchorage and penetrations. Construction quality assurance procedures and test <br /> methods to ensure and verify that the liner subgrade preparation, installation, seaming, and <br /> integrity testing will be performed in accordance with the manufacturer's recommendations are <br /> summarized in the Process Water Storage and Related Improvements Project Manual <br /> (Appendix B of the workplan). <br /> Aeration pond excavation and construction will be conducted per recommendations made by a <br /> geotechnical engineer while all pipe penetrations, anchor connections, and other structural <br /> supports will be assembled per the manufacturer's specifications and under the direction of the <br /> CQA consultant. Field testing of the liner seams and welds will include non-destructive and <br /> destructive techniques to verify adequate integrity per ASTM D 5641 and ASTM D 5820. All <br /> liner installation, seam welding, and inspections will be performed by a licensed contractor <br /> under the direction of a licensed Civil or Structural Engineer. <br /> The CQA Plan provides sufficient detail of the proposed pond system design and specifications <br /> as required in Order R5-2012-0028 and is hereby approved. Use of the aeration ponds will not <br /> be allowed until after the Executive Officer approves the Wastewater System Improvements <br /> Completion Report, which is required to be submitted by 1 September 2013. <br /> Unlined Pond Closure Plan <br /> Provision H.1.a requires that an Unlined Wastewater Pond Closure Plan provide the process to <br /> be taken to close the existing two-acre unlined wastewater ponds and the specific methods that <br /> will be implemented to remove sludge and waste-containing sediments, verify adequate waste <br /> removal, document disposal, and describe additional actions to reduce future percolation of <br /> residual waste constituents in soil if the ponds are converted for the storage of irrigation water. <br /> The Unlined Pond Closure Plan proposes a two-step process to characterize soil conditions and <br /> implement closure of the area in preparation for other uses. After construction and certification <br /> of the new aeration ponds, the unlined ponds will be drained and dried. Trenching and soil <br /> sampling will then be conducted to characterize the nature and extent of sludge in the bottom <br /> and sidewalls of the unlined ponds. Soil samples will analyzed for nitrate as nitrogen, total <br /> Kjeldahl nitrogen, electrical conductivity, pH, and total organic carbon. Sampling and analysis of <br /> nearby shallow soil conditions will be also conducted for comparative purposes. <br /> After the completion of soil/sludge characterization activities, submittal of a separate Removal <br /> Closure Plan is proposed to provide appropriate documentation for mitigation related activities <br /> (i.e. Grading Permit, Stormwater Pollution Prevention Plan, Transportation Plan, Dust Control <br /> Plan, etc.). The excavation plan portion of the Removal Closure Plan would provide the results <br /> of soil and sludge characterization and the technical rationale for defining the estimated spatial <br /> extent and volume of impacted material that will be removed. <br />
