The reports were submitted pursuant to Waste Discharge Requirements <br /> (WDRs) Order R5-2013-0028, which was adopted on 12 April 2013. <br /> Delicato owns and operates 140-acres of vineyards and a winery and currently processes <br /> wastewater through two shallow unlined wastewater ponds and then discharged to a 23 acre <br /> uncropped Land Application Area (LAA). Several progress reports and work plans are required <br /> under Order R5-2013-0028 to monitor the progress of facility expansion activities before an <br /> increase in wastewater flow and acres of LAAs can be approved. This letter provides <br /> comments on a Wastewater Pond Report Compilation, dated 30 April 2013, and a Revised <br /> Wastewater System Improvement Completion Report: Improvement to Land Application Areas, <br /> dated 8 May 2013. <br /> Wastewater Pond Report Compilation, 30 April 2013, (Compilation Report) <br /> As required by Provision H.1.a of the WDRs, the Wastewater Pond Compilation Report provided <br /> an aeration pond design workplan, a liner Construction Quality Assurance (CQA) Plan, and a <br /> closure plan for two existing unlined wastewater ponds at the facility. A review of these <br /> documents is provided below. <br /> Wastewater Pond Design <br /> The Wastewater Pond Design states that process wastewater will be pumped from three <br /> existing sumps located within the winery through two mechanical screens and then to two new <br /> 0.25 million gallon aeration ponds before discharge to 130 acres of LAAs. The two aeration <br /> ponds will be built to provide flow equalization, manage peak crush season flow and to provide <br /> system redundancy during routine maintenance. The aeration ponds will be constructed with a <br /> single-layer geomembrane 60-mil high density polyethylene (HDPE) liner, which will be installed <br /> by a licensed liner installation contractor. Liner installation, welding of seams, field testing, <br /> inspection, and liner repair procedures will be performed in accordance with the Process Water <br /> Storage and Related Improvements Project Manual (Appendix B of the workplan). <br /> KARL E.
