The CAO was issued because groundwater <br /> degradation was resulting from wastewater discharge to 20 acres of land application areas <br /> (LAAs). Since 2004, Delicato has completed some requirements of the CAO and is currently <br /> developing a wastewater management program to address water quality issues in anticipation of <br /> facility expansion. <br /> The Amended ROWD proposes to increase winery operations, wastewater production, and <br /> discharge to land. Delicato intends to increase grape crushing from 140,000 tons to 200,000 tons <br /> in three phases. Each phase represents an additional 20,000 tons of grape crushing capacity and <br /> a corresponding increase in wastewater production up to 72 million gallons per year (MGY). The <br /> total LAA acreage will be expanded from 20 acres to 130 acres to accommodate increased <br /> discharge. The proposed LAA expansion includes adding approximately 107 acres of existing <br /> vineyards and cover crop along with two existing evaporation/percolation checks and an adjacent <br /> parcel previously used for composting, which will be used as cropped land. <br /> I have reviewed the Amended ROWD and, as discussed in the August 2012 meeting, the RWD <br /> does not contain sufficient detail about some of the proposed facility and operational changes to <br /> support development of revised WDRs. The RWD is therefore incomplete. The following <br /> information must be submitted in an addendum to the RWD: <br /> 1. Flow Schematic: Figure 5 of the Amended ROWD provides a generalized process flow <br /> diagram illustrating the general steps in winemaking, but not wastewater flow. In addition, it is <br /> not clear how storm water runoff from the winery is or will be managed. A wastewater process <br /> flow schematic is necessary to depict how wastewater is managed from the point where it <br /> leaves the winemaking process through discharge at the LAAs. Please provide a process <br /> flow schematic that describes the flow of all waste (liquid and solid), storm water, and <br /> supplemental irrigation water. Include all sumps, associated conveyances, treatment <br /> processes, treatment system additives (if used), storage facilities, LAAs, tailwater/storm water <br /> controls, and storm water storage/disposal ponds as applicable.
